Dover, Delaware, March 17th, 1922.
A special meeting of Town Council was called by the President, Mr. Magee, and convened at 7:30 P. M. with the following members present: Messrs. Burton, Hopkins, Hancock, Clark, Keith, Clements and Pres. Magee.
Object of The Meeting: The President of Council stated the object was to meet a committee from the Law and Order Society and also a committee to see about a supply of water for the new colored school building.
Messrs. Lane, Killen, and Dickerson were called and appeared before open Council and were sworn. They were then questioned as to any conversation since six (6) P. M. last evening. Messrs. Lane, Killen, and Dickerson, under oath, were then questioned by President Magee as to any directions to neglect any of the duties as police officers in the strict enforcement of all laws for the safety and satisfaction of the citizens of the Town of Dover. All replied that no such acts as to unduly coerce them to slight their duties in any way had been committed.
Mr. Hughes, (Jas. H., Esq) appeared for the law and order society relative to ascertaining what the Council proposed to do in the enforcing of the laws for public morality, particularly as relative to the Eighteenth Amendment.
Judge Boyce addressed Council and stated he was satisfied that they were doing their duty but that much of the trouble was due to the antagonism of the head of the State’s prosecuting office, as he knew to be the case.
John B. Hutton, Esq. also spoke as a member of the Executive Committee of the Enforcement League and stated the organization was perfected to enforce the law relative to the violation of the 18th Amendment, and urged the people and dull enforcement applied by the powers of the Town Council as a body. He also stated that he was convinced that every member of the Town Council was sincere and ready to enforce the laws to the letter.
Mr. Magee then spoke of the difficulties of Council and expressed the opinion that Council was fully in sympathy with the full enforcement of the laws and said he hoped the Council and the League would cooperate to that end and not pass the buck.
Mr. Chas. B. Wilson, as a member of the Committee, said that he approved of all the preceding members had said and that he did not believer the League wanted to reflect in any way upon The Town Council.
Resolution Adopted by Council: The following resolution was unanimously adopted by Council, acting upon motion offered by Messrs. Hopkins and Clements.
Resolved that the Town Council of the Town of Dover deeply appreciate the sentiment expressed and in the offer of cooperation in the enforcement of all of the laws of the Town of Dover, and the Town Council hereby pledges its united support in the enforcement of all laws.
Water Supply for Colored School: Mr. John Carrow presented a request to the Town to carry and deliver water to the Western corporate limit of the Town for the use of the new school to be erected for the colored children.
Upon motion of Messrs. Hopkins and Keith same was referred to the Water and Light Committee with power to act.
