Dover, Delaware, March 13, 1922.
A Special Meeting of Council was held at 7:30 P. M. with the following members present: Messrs. Hopkins, Bice, Clark, Burton, Hancock, Keith, Clements and the President, Mr. Magee.
The object of the meeting was to receive and examine the list of taxables of the Town for the year 1922 as submitted by the Assessor, Mr. Frank VanSant. The list was gone over and such changes made as deemed proper and just.
Pay of Assessor: On motion of Messrs. Hopkins and Hancock the Clerk was directed to draw the necessary order for the payment of the Assessor in the amount of $150.00.
Assessor’s Property Assessed By Council: On motion of Messrs. Hopkins and Bice the property of Mr. Vansant, the Assessor, on Governors Ave. was assessed by Council at $1200.00.
Amount of Per Capita Tax Levied: Council voting on motion of Messrs. Hopkins and Burton set the Capitation Tax at $600.00 for the Town for the year 1922.
Transcript Ordered Made Up and Posted: On motion of Messrs. Burton and Bice, Council directed the Clerk to make copies (Three) of the Assessment List as submitted by the Assessor and to post same in the Town Office and The Post Office, and ordered that at least six notices of the posting of the Tax List be stuck up over the Twon.
President of Council Directs Attention to Unpaid Light Bills, Etc. The President of Council stated that an excessive amount of bills for electric current had not been paid and that he had directed that all current should be cut off from all parties who were in arrears more than the 25th of the month preceding but that his order had not been carried out. Whereupon Council voted to back up the President in any action to cut off current from such users, acting on motion of Messrs. Bice and Clark.
Additional Labor authorized for Unloading of Coal: Owing to the many cars of coal received Council authorized the Chairman of the Water & Light committee to secure what help was necessary to get same unloaded within the time allowed by the Railroad, previous to starting of demurrage charges.
Adjournment: On motion of Messrs. Bice and Clements Council voted to adjourn.
