Dover, Delaware, February 6th, 1922.
The Town Council met in regular session at 7:30 P. M. with the following hold-over members present: Messrs. Downes, Clements, Bice and Hancock.
ORGANIZATION. On motion of Messrs. Bice and Clements, Mr. Downes was made Temporary Chairman, and on motion of Messrs. Hancock and Bice E. P. Horsey was made temporary clerk. The Chairman called for the Certificate of Election, held Monday, January 9th, and same was read as follows:

At an election held in the Levy Court Room in the Town of Dover, on Monday, the ninth day of January, A. D. one thousand nine hundred and twenty-two, being the second Monday of the said month, for the purpose of electing a President of Council, four Members of Council, and an Assessor, for the said Town, the following named persons were elected, viz:
Arley B. Magee President of Council
John C. Hopkins Member of Council for the First District;
Thomas V. Keith Member of Council for the Second District;
Jesse S. Burton Member of Council for the Third District;
Thomas E. Clark Member of Council for the Fourth District;
And Frank Van Sant Assessor for the Town;
The said persons having each received the greatest number of votes for the respective offices.
In Witness Whereof we, the undersigned, E. F. Wood Alderman of the said Town, D. Rodney Bice and Harry R. Hancock Members of the Town Council of said Town appointed to hold said election, have each hereunto set our hands this ninth day of January A. D. 1922.

On motion of Messrs. Hancock and Downes the Certificate of Election was approved and ordered spread on the Minutes of Council.
Oath of Office: Mr. Arley B. Magee was then sworn in as Mayor of the Town and the President of Council for the current year by J. A. Downes and the President of Council immediately swore in Messrs. Hopkins, Keith, Burton and Clark as Coucilmen.
Roll Call: The following members then answered the roll call: Messrs. Hopkins, Keith, Clark, Bice, Clements, Downes, Burton, Hancock and the President, Mr. Magee.

Oath of Assessor: The oath of Assessor Elect, Frank Vansant, was then read as follows:
I, Frank Vansant, having been elected to the office of Assessor of the Town of Dover for one year from the first Monday in February A. D. 1922, do solemnly swear on the Holy Evangel of Almighty God that I will faithfully and impartially perform the duties of said Assessor, according to the best of my ability and in accordance with the Charter and Ordinance of the Town of Dover and the laws of the State of Delaware, so help me God.

On motion of Messrs. Hopkins and Keith the Oath of Assessor Frank Vansant was accepted by Council and ordered spread on the Minutes.
Election of Clerk: of Council: On motion of Messrs. Hopkins and Hancock the salary was fixed at $300.00 and Harold W. Horsey was nominated for Clerk of Council for 1922. Council so voted, there being no other nominations.
Election of Town Treasurer:- After the salary of the Town Treasurer had been fixed at $200.00 by Council, acting on motion of Messrs. Downes and Keith, Mr. W. S. Haman was placed in nomination and unanimously elected by Council there being no other nominations.
Election of Alderman: On motion of Messrs. Keith and Downes, Mr. Edwin F. Wood was nominated for Alderman for 1922. There being no further nominations Mr. Wood was unanimously elected by Council, and immediately sworn in by the President of Council.
Election of Chief Engineer: On motion of Messrs. Hopkins and Downes, the salary of the Chief Engineer was fixed by Council at $27.00 per week and A. L. Kichline was nominated and elected by Council acting on motion of Messrs. Downes and Clark.
Election of Assistant Engineers: On motion of Messrs. Hopkins and Keith the salary of the three Assistant Engineers was fixed at $22.00 per week. On motion of Messrs. Hopkins and Keith Geo. Morrow was nominated for 1st Assistant, Clark Whitney, for 2nd Assistant and Wm. H. Hurley, Jr, for 3rd Assistant. For 3rd Assistant, Messrs. Bice and Downes nominated Samuel Scott. Council unanimously elected Geo. Morrow 1st Asst., and Clark Whitney 2nd Asst. The vote for 3rd Asst. resulted in Mr. Hurley’s election by a vote of five to two (5 to 2).
Election of Firemen: On motion of Messrs. Downes and Hancock the salary of the Firemen was fixed at $18.00 per week and Messrs. Price Moore, Samuel Scott and Earl Pleasanton were nominated and elected Firemen by Council.
Election of Water & Light Committees: On motion of Messrs. Downes and Burton the Water & Light Committee were nominated and elected by Council as follwos, the Clerk Casting the ballot: Messrs. Bice, Hopkins and Clark. The Water and Light Committee retired and elected Mr. D. Rodney Bice as Chairman of the Committee.

On motion of Messrs. Bice and Burton the Clerk was instructed to have 100 cards printed showing the standing committees for 1922.
Alderman’s Report: The Alderman’s Report for the month of January showed eight arrests and fines collected amounted to $31.50, check for same being turned over to the Treasurer. The Report was accepted on motion of Messrs. Burton and Hopkins.
Engineer’s Report: The Chief Engineer submitted the following report:
