Dover, Delaware July 19th, 1921.
A special meeting of the Town Council was held at the Hose House at 7:30 P. M. with the following present: Magee, Bice, Burton, Caulk, Clark, Downes, 6.
The meeting was called to order by the President of Council who then stated the object was to pass on the application for a gasoline tank on the Street by Mrs Jennie Boone.
The following resolution relative to the requested permit was read by the Clerk of Council.
On motion of Messrs Burton and Downes the resolution was adopted as read, no dissenting votes.
On motion of Messrs Caulk and Clark the clerk was instructed to procure a binder for filing all applications for permits and all resolutions pertaining thereto to be attached with all written requests etc. for future information and convenience.
Carnival: James B. Bice appeared before Council and made application for a Carnival to be held in the town of Dover from August 1st to 6th inclusive for the benefit of the Dover Base Ball Club, representing that there were to be no gambling games, no shows that would offend or be offensive to the most particular persons and upon his recommendation after some little comment Council voted the desired permission.
Adjourment: On motion made and seconded by Messrs Burton and Bice Council voted adjournment.

The application of Jennie Boone, dated July 16, 1921, requesting the Town Council of the Town of Dover to grant a permit to place a gasoline tank of one thousand and sixty five 1065, gallons capacity, with pump on Loockerman Street, near Queen Street, in front of her property, for supplying the public with gasoline, having been referred to the Street Committee of the Town Council of the Town of Dover for investigation and to report the conditions necessary to be embodied in the resolution granting such privileges, beg leave to report as follows:
1. We furnished the applicant with a written or printed copy of t he Ordinance adopted July 8th, 1921.
2. We find no cellars or other excavations within thirty feet of the place for the location of the said proposed tank and pump.
3. We recommend that the permit for the erection of the said tank and pump be granted.
4. That the said tank and pump be located on the North Side of Loockerman Street, in Dover, Delaware, at a point of approximately 72 feet West from the intersection of the West curb line of Queen Street with the North curb line of Loockerman Street.
5. We further recommend that the vent pipe leading out from said tank shall be of a heighth of not less than 6 feet from the top of the ground over said tank.

WHEREAS, in compliance with an Ordinance of The Town Council of The Town of Dover, entitled “An Ordinance Regulating th Storage and use of Gasoline or any product of Petroleum, or any Hydro-Carbon Liquid which will flash or emit an inflammable vapor Below the Temperature of One hundred and Ten (110) Degrees Fahrenheit Within the Corporate Limits of the Town of Dover,” adopted July 8th, A. D. 1921, Jemmie Boone of Dover, Delaware, has made application to the said Town Council of the Town of Dover, requesting the said Town Council of the Town of Dover to grant a permit to place a gasoline tank of One thousand and sixty five (1065) gallons capacity with pump on the North side of Loockerman Street, near Queen Street in front of her property, for supplying the public with gasoline.
AND WHEREAS, the said application was referred to the Street Committee of the Town Council of the Town of Dover for investigation and to report the conditions necessary to be embodied in the resolution granting such privileges.
AND WHEREAS, the said Street Committee did make such report in writing as follows:
1. That they did furnish the applicant with a printed copy of the said Ordinance adopted July 8th, 1921.
2. That they find no cellars or other excavations within thirty feet of the place for the location of the said proposed tank and pump.
3. That they recommend that the permit for the erectionof said tank and pump be granted.
4. That said tank and pump be located on the North side of Loockerman Street in Dover, Delaware, at a point approximately seventy-two (72) feet West from the intersection of the West Curb line of Queen Street with the North curb line of Loockerman Street.
5. That a vent pipe constructed in accordance with said Ordinance, leading out from said tank shall be of a heighth of not less than six feet from the top of the ground over said tank.
Now therefore be it resolved by the Town Council of the Town of Dover that permission be and the same is hereby granted unto the said Jennie Boone to place a gasoline tank of One thousand and sixty five (1065) gallons capacity with pump, on the North side of Loockerman Street near Queen Street in front of her propertyfor supplying the public with gasoline, said pump and tank to be installed at a point approximately seventy two feet (72) West from the intersection of the West Curb line of Loockerman Street.
FURTHER RESOLVED, That the said storage tank shall be placed outside of the building, under the sidewalk, close to the curb line.
FURTHER RESOLVED, That the top of said tank must be at least three (3) feet below the lowest property elevation within thirty (30) feet of such storage tank, and that the space between the top of the tank and the sidewalk shall be filled with earth.

FURTHER RESOLVED, That the said tank and pump shall, in all respects, be installed in accordance with the provisions of the Ordinance aforesaid.
FURTHER RESOLVED, That a vent pipe leading out from said tank shall be of a heighth of not less than six (6) feet from the top of the ground over said tank.
FURTHER RESOLVED, That this permit shall be held and construed to be a license, and the Town Council of the Town of Dover expressly reserves the right to revoke without cause, at any regular, adjourned, or special meeting of the Town Council of the town of Dover, this permit, provided, however, that before this permit shall be revoked, notice of the intention of the Town Council to revoke the same shall be served upon the party holding such permit at
least ten days prior to such revocation.
