Dover, Dela. April 22nd, 1821. (1921?)

The Town Council called to order at 7:30 P. M. by the President Mr. Magee with the following members present: Bice, Burton, Caulk, Clark, Hancock, Hopkins and Keith and Downes.

Mr. W. E. S. Dyer, Engineer was present with the blue prints and drawings of the new work to be done at the Water and Light works and explained same to Council in detail, and who recommended a 100 foot stack for a 1300(843) hpree power capacity.

The oral report of the Committee on this work was given and on motion of Messrs Hopkins and Hancock their report on the new boilers, chimney etc. be adopted and was so voted by Council unanimously, and Mr. Dyer was instructed to proceed per his recommendations and specifications in awarding the contracts same to be submitted to Council for final completion.

Also by consent of Council Mr. Dyer was authorized to place with H. R. Heinicke Co, Inc., at $3140.00 the order for the stack.

Mr. Dyer was given authority to place the following contracts for the Town:

Edgemoor boilers at price not to exceed        $16462.00

Wetzel stokers for boiler not to exceed           4370.00

Two DeLaval stage pumps with the General Electric Motors at a price not exceeding $2730. all to be delivered F. O. B. at Dover, Delaware Station.

All material to be delivered and erected at the Works except the Town of Dover is to haul from the Railroad station material for stack and hauling of pumps.

After a general discussion on the contemplated improvements at the Water and Light Plant, on motion of Messrs Hopkins and Keith Council voted to adjourn to meet at the call of the President.
