Dover, Delaware Sep. 20th, 1920
An adjourned meeting of Council was held at 7:30 PM with the following members present, Magee, Burton, Downes, Forkum, J. C. and L. J. Hayes Hopkins and Keith present.
Object of meeting;
President stated the meeting was held to hear recommendations of proposed changes at the Water and Light Plant, from the Chief Engr.
Mr. Kichline reported dissatisfaction among the employees at the plant and reported he had secured two men to act as firemen at the plant, and probably more if needed, Matthew Ivory and Mr. Powell, both of whom he could recommend to Council as efficient workmen.
Much general discussion followed by the various members of Council as to men and their qualifications etc., and finally on motion of Messrs J.C. Hayes and Hopkins Messrs Ivory and Powell were elected as firemen and the plant was put on a basis of 8 hour shifts for the men.
On motion of Messrs Hopkins and Burton Council approved Messrs (Hand Written: Morrows) Whitney and Ivory as Engineers, fixing their salaries at $24. per week and the firemen at $20. per week, taking effect Sep. 27th, 1920, and the Chief Engineer was instructed to make the necessary shifts of the men at the plant to secure the most efficient and harmonious work, and that would give the Town the best service.
Bill of Engineer Livingston:
On motion of Messrs Hopkins and Hayes the bill as presented by Mr. Livingston of services rendered the Town amounting to $150.00 was ordered paid, and the Clerk instructed to draw the necessary order.
Building permit:
On motion of Messrs Keith and Hayes Mr. Elwood Teat was given the privilege to erect a front porch at his home on Bradford Street as requested.
