Dover, Delaware June 14th, 1920

A “Special” meeting of the Town Council was held at the Town office at 7 P.M. with the following members present: Burton, Downes, Forkum, L. J. Hayes, J. C. Hayes, Hopkins, Keith and Magee.

Surrender of the present Coal Hauling Contract:

Mr. Walter H. Peterson by, and with the consent of, the Council gave up his contract for hauling the towns Coal for the year 1920, and on motion of Messrs Hayes and Hopkins the Contract was awarded to Mrs. Jennie Boone for 1920 at Sixty Cents per ton, the same as was made with Mr. Peterson.

Bids for the new work at the Water Plant on the Wells:

The following bids were presented to Council for their consideration and award for work per specifications to be done at the Water and Light Plant:

Light Plant:

James A. Hirons                                 $2,413

W. Hart Scott                                       2,085

R. Marker                                            2,044

Walter M. Newton                               1,812

Mr. Newton being the low bidder on motion of Messrs Hopkins and Hayes he was awarded the Contract and on a basis of award and penalty of $5.00 per day for any and all days that the contract is completed or incomplete on or before August 16th, 1920 and Council directed the following to prepare and submit the Specifications and contract to our City Solicitor for his approval:

Messrs Hopkins, Burton and Mr. Livingston the Engineer.

Mr. Newtons bond was fixed at $500 for the honest performance of his Contract, same to be prepared by the Solicitor or approved by him, and the Water and Light Committee.

Refund of electric Light bill to the American Legion:

After some discussion Messrs L. J. Hayes and Burton moved that the motion formerly passed by Council charging the Legion for the Current furnished their “Carnival”, be reconsidered, and same was carried by a vote of four to three. Amount of bill was $85.60.

After some further discussion it was decided to postpone a final vote whether to allow the Legion this bill or not, until the next regular meeting in July.
