Dover, Delaware May 19th, 1920
A Special meeting of the Town Council was called by the President to meet at 7:30 P. M. and the following members were in attendance: Burton, Caulk, Downes, J. . Hayes , L.. J. Hayes, Hopkins, Keith, and The President.

The President stated the meeting was called to consider plans to conserve and improve the present system of Water wells at the municipal plant, and asked for the various expressions of Council relative thereto.
Mr. L. J. Hayes chairman of the Water and Light Committee stated that he was in favor of a reservoir to replace the wells or to assist them in providing a sure supply of water for the needs and emergencies of the town and that same would approximately cost about $4500.00 and wanted Council to decide what to do to furnish both a plentiful and pure supply of water in the future. He introduced Mr. Livingston of the State Highway department to state his views as an engineer for the enlightenment of Council and the benefit of the Town of which he was a citizen. Mr. Livingston gave certain figures as to the probable cost of a reservoir and also the use of curbing in the present wells.
The members of Council freely discussed the various plans mentioned and their probable cost and finally Messrs Hopkins and Caulk made a motion that the present well be repaired by oak, Gum, or other suitable curbing together with concrete work above the curbing and that bids be requested per the specifications of Mr. Livingston our Engineer, and submitted to Council at our next regular meeting night the First Monday in June next, and Council so voted.
Opening and purchase of the right of way to the Gove S. Johnson Alley;
D. M. Wilson was present and wanted a decided answer from Council as to its intentions relative to his plea for an outlet from the Garage into the Alley or Street now closed to him by the owner Mr. Gove S. Johnson.
Mr. Magee and Mr. Keith both spoke in favorable and strong terms favorable to Mr. Wilsons request and other members took up the discussion on this question.
On motion of Messrs Burton and Hayes Council voted to pay a sum not exceeding $150.00 for the right of way from Mr. Johnson to the alley leading off Loockerman and King Streets between the Post Office and the First National Bank.
