Dover, Delaware March 1, 1920
Council met at 7:30 P. M. with the following members present, Burton, Caulk, Downes, Forkum, J.C. Hayes, L. J. Hayes Hopkins Keith and the Mayor.
The minutes of February 2nd, and were read and on motion of Burton and Downes approved.
Aldermans Report:
The Aldermans report for February showed 6 arrest and Fines collected amounting to $15.70 and his cheque handed to the Treasurer for same.
Engineers Report:
Coal used in February 201 Tons and 1640 lbs
Water pumped 14,305,592 Gallons.
Commercial Kilowatts 37,640
Street Lighting 6,950
Cylinder Oil used 38 Gallons
Machine Oil used 35 Gallons

On motion of Messrs Downes and Forkum the Treasurers report was accepted and ordered placed in the record, by the Clerk.
Finance Committee: No Report

Sewer Committee: No Report
Water and Light Committee:
The resignation of Mr. N.D. Elliott was reported and on motion of Messrs Hayes and Hopkins accepted, and on motion of Messrs Hayes and Downes Mr. Morrow was elected as his successor and Clark Whitney made 2nd asst.
Mr. Hayes of the Committee recommended the installation of a “Stand Pipe” instead of a Reservoir and after discussion the matter was referred to the Water and Light Committee and Mr. Hopkins was made a member of the Committee to advise with them on this particular matter, on motion of Messrs Hayes and Downes.
Street Committee:
Mr. C. B. Hoper presented a request to erect an awning in front of his store on Loockerman Street and the matter was generally and fully discussed by Council and it was agreed to provided the water was not allowed to run off directly on the pavement and on motion of Messrs Downes and Hopkins the request was referred to Mr. Forkum to adjust to the best of his judgement and in a satisfactory manner to all concerned.
The question of Street sweeping and cleaning was discussed and Messrs Peterson and Ben Gibbs were the only applicants applying.
After consideration by Council the permit to do this work was granted to Ben Gibbs subject to the pleasure of Council.
Fire and Police: No Report
After some discussion, on motion of Messrs Burton and Hayes the Finance Committee and Fire and Police Committee were named to act in conjunction with the Robbins Hose Company committee of Five for the purpose of selecting and purchasing the new Fire apparatus for the Town and to report to Council the result of their action.
Tree Committee: No Report other than the removal of one tree.
Sewer Committee: No Report
Engineer Kichline reported that the cost of the apparatus needed to clean out the sewers would cost about $218.00 without the truck and on motion of Messrs Downes and Caulk it was referred to the Street Committee.
Hauling Bids for 1920:
Walter H. Petersons bid for hauling the Towns Coal for 1920 at 60 cents per town and no extras was accepted on motion of Messrs Downes and Burton.
Election of City Solicitor:
On motion of Messrs Burton and Hopkins the Salary was fixed at $50.00 per annum and James M. Satterfield was nominated and elected for the year to succeed himself.
Election of Chief of Police and Town Constables:
On motion of Messrs L. J. Hayes and Downes the salary was fixed at $22.00 per week and Elmer I. Lane was nominated and elected as Chief of Police.
The salaries of Town Supervisor and Constables was fixed at $22.00 per week for the Supervisor and $16.00 per week for the asst., and on motion of Messrs Burton and Downes Henry K. Wheatley was nominated as Supervisor and Town Constable and Thomas W. Killen was nominated as Town Constable, and elected by Council.
Election of Town Watchman and Constable on night duty:
On motion of Messrs Forkum and Hayes the salary was fixed at $15.00 per week and Mr. Arthur Dickerson was nominated and elected as Night Watchman and town constable for the Town.
Officers Sworn In:
Messrs Lane and Wheatley and Dickerson were then sworn in as Town constables by the President of Council.
Citizens meeting:
On motion of Messrs J. C. Hayes and Hopkins the full report of the Citizens meeting as read by the Clerk was ordered in the Minutes as follows:
MINUTES OF A CITIZENS MEETING
HELD AT THE COURT HOUSE IN THE TOWN OF DOVER, KENT COUNTY, DELAWARE AT 7:30 P. M. ON THE THIRD MONDAY OF FEBRUARY, TO-WIT:-
FEBRUARY 16TH, A.D. 1920
Meeting called to order by Arley B. Magee, President of the Town Council. W.W. Harrington was elected Chairman and Burton Sypherd Secretary. The Secretary read the following notice calling the meeting, to which were, also, attached the following affidavits, showing publication of said notice in the newspapers of the Town of Dover, twice and immediately preceding the time of said meeting:
“NOTICE TO THE CITIZENS OF THE TOWN OF DOVER.”
WHEREAS Section 24 of an Act entitled “An Act Reincorporating the Town of Dover,” among other things, provides:
“That the citizens of the town my assemble in town meeting on the evening of the third Monday in February, to determine whether any additional sum or sums shall be levied and collected for any specific purposes for which said additional sum or sums are desired having been published by the Town Council or by any taxable of the town in the newspapers of said meeting. At said meeting a resolution or resolutions shall be prepared stating explicitly the additional sum or sums netted or desired and the specific purpose or purposes to which said sum or sums shall be applied.”
AND WHEREAS, THE Town Council of the Town of Dover at a regular meeting held on Monday, the second day of February, A.D. 1920, did authorize and direct that notice be given to the citizens of the Town of Dover to assemble in town meeting in the Kent County Court Room, in the Court House Building, in the Town of Dover, Kent County in the State of Delaware, at 7:30 P. M. on the evening of the third Monday in February, A.D. 1920, to-wit, on the sixteenth day of February A.D. 1920 to determine whether any additional sum or sums of money shall be levied and collected for the purpose of providing additional fire apparatus for the said The Town of Dover.
NOW, THEREFORE, in compliance with the provisions of the statute and the resolution of the Town council of the Town of Dove, notice is hereby given to the citizens of the Town of Dover to assemble in town meeting in the Kent County Court Room, in the Court House Building in the Town of Dover, Kent County, in the State of Delaware at 7:30 P. M. on the evening of the third Monday in February A.D. 1920, to-wit:- on the sixteenth day of February A.D. 1920, to determine whether any additional sum or sums of money shall be levied and collected for the purpose of providing additional fire apparatus for the said The Town of Dover.
At said meeting a Resolution or resolutions shall be prepared stating explicitly the additional sum or sums needed or desired, and the specific purpose or purposes to which the said sum or sums shall be applied.
The qualified voters of the town shall then proceed to vote yea or nay, by ballot, upon said resolution or resolutions and the result shall be certified to the Town Council and if a majority of those voting shall approve of said resolution or resolutions then the Town Council shall levy or collect said additional sum or sums and apply the same for the purpose or purposes specified.

On motion, duly seconded and carried, the Chairman appointed John B. Hutton, and Dr. W.D. Burton, Judges of Election.
William H. Baker offered the following Resolution, which was duly seconded, and after full discussion was voted upon by ballot:-
“WHEREAS, It has been represented to the Town Council of the Town of Dover, that the fire protection in said town, by reason of the size of the water mains in said town is wholly inadequate: and “WHEREAS Section 24 of an Act entitled” An Act Reincorporated THE TOWN OF DOVER” is as follows:-
That the citizens of the town may assemble in Town Meeting on the evening of the third Monday in February, to determine whether an additional sum or sums shall be levied and collected for any specific purpose or purposes: - notice of which meeting, the place of meeting and the special purpose or purposes for which said additional sum or sums are desired having been published by the Town Council, or by any taxable of the town, in the newspapers of the town, twice and immediately preceding the time of said meeting. At said meeting resolution or resolutions shall be prepared stating explicitly the additional sum or sums needed or desired, and the specific purpose or purposes to which the said sum or sums shall be applied.”
AND WHEREAS, The said Town Council of the Town of Dover Pursuant to a resolution to that effect, passed at a regular meeting of said Council, held on the second day of February A.D. 1920, did notify the citizens of the Town of Dover to assemble in town meeting in the Kent County Court Room, in the Court House in the Town of Dover, Kent County, and State of Delaware at 7:30 P.
