The regular meeting of the Town Council was held at 7:30 PM with the following hold over members present: Caulk, Hayes, (L.J.) Forkum and Downes.
Organization:
On motion of Messrs Forkum and Hayes Mr. Hayes was elected as temporary chairman and Mr. E.P. Horsey was elected as temporary Clerk.

On motion of Messrs Forkum and Hayes The following certificate of election was read by the clerk, and ordered spread on the record in the minutes:

At an election held in the Levy Court Rooms in the Town of Dover, on Monday the 12th day of January 1920, A.D., being the second Monday of the said month, for the purpose of electing a President of Council, Four members of Council, and an Assessor, for the said Town of Dover, in the manner prescribed by the Charter of the said Town of Dover, the following named persons were elected, VIZ:

In witness whereof we, the undersigned, Thomas Killen serving as Alderman, elected by the voters present at the election in the absence of Alderman Edwin F. Wood, John W. Caulk and Lewis J. Hayes members of the Town Council of the said Town of Dover, Dela., appointed to hold the said election, have hereunto set our hands and seals this Twelfth day of January A.D. 1920.

Notice,
The Council will meet in the Council Chamber on Governors Ave., on Monday, the 2nd day of February, A.D. 1920, at 7:30 P. M.
Oath of Office:
Arley B. Magee was then sworn in as President of the Town council of Dover, Delaware for the year 1920, by Councilman Hayes and the newly elected members Messrs Hopkins, Keith, Burton, J.C. Hayes were sworn in as members of Council by the President of Council for the term of Two years.
Roll Call:
The clerk called the roll and the following members were present and responded, Burton, Caulk, Downes, Forkum, L.J. Hayes, J.C. Hayes, Hopkins, Keith and Magee.
Oath of the Assessor:
The oath of the Assessor was then read as follows:
I, Michael M. Scanlon of Dover, Kent County Delaware, the assessor of the said town of Dover, duly elected at the annual Town election, held on Monday Jan. 12th, A.D. 1920, do solemnly swear that I will perform the duties of Assessor of said town as required by the Charter and Ordinances and will make a true and just impartial valuation and assessment of all the male citizens residing in the said town above the age of twenty one years as well as those owning real estate within the limits of said town, and also all personal property of such citizens subject to County Assessment and taxation and that I will do and perform all other acts required of me, as said Assessor, so help me God.

Election of Clerk:
On motion of Messrs Forkum and John C. Hayes the Clerks salary was fixed at $300. per annum and Elmer P. Horsey was nominated and re-elected by vote of Council. Mr. Horsey was then sworn in as Clerk by the Mayor.
Election of Town Treasurer:
On motion of Messrs Keith and Lewis J. Hayes the salary of the Treasurer was increased ($50.) dollars making the salary $200. after Mr. Haman asked for the increase and Mr. Haman was re-nominated and elected by vote of Council.
Election of Alderman:
Mr. Edwin F. Wood was nominated by Messrs Forkum and Hopkins and there being no further nominations Mr. Wood was regularly elected by vote of Council.
Election of Chief Engineer:
On motion of Messrs Hopkins and Burton the Engineers salary was fixed at $27.00 per week and A. L. Kichline was elected ton serve for the year 1920 as Engineer and he was then sworn in by the President of Council.
Election of 1st and 2nd Asst., Engineers:
On motion of Messrs Hopkins and Burton the salaries of the first and second Asst., Engineers were fixed at $24.00 respectively, per week, and Nathaniel D. Elliott was made First Asst., and Mr. George Morrow was elected 2nd Asst., Engineer at the Water works.
Election of Firemen at the Water and Light Plant:
On motion of Messrs Keith and Forkum the salaries of the two firemen was fixed at $20.00 per week each and Messrs Elmer Foreaker and Clark Whitney were regularly nominated and elected by Council to serve as Firemen.
Election of the Water and Light Committee:
Messrs L. J. Hayes William P. Forkum and J. W. Caulk were nominated and elected as the Water and Light Committee for the present year, 1920, and Messrs Hayes and Forkum then retired and Re-elected Mr. Hayes as Chairman to serve heretofore for this Committee.
Minutes of January 5th and 14th, 1920:
On motion of Messrs Hopkins and Burton the reading of the minutes was dispensed with the save time for the great amount of business before Council.
Finance Committee:
On motion of Messrs Hopkins and Burton the following taxes were remitted, and order for same to be drawn in favor of W. D. Burton, Superintendent, Thomas Pinkett $300 and Margaret Cannon 87 cents, Total - $3.87
Water and Light Committee: No Report
Street Committee:
A resolution was presented to Council by Mr. Forkum relative to the traffic being diverted from State Street and on motion of Messrs Burton and Keith same was accepted and the Clerk was instructed to send under the seal of the Town o certified copy to the Governors and one to the State Highway Engineer, Mr. Charles M. Upham and also one to the office of the Commission in Dover, care of Mr. Francis.
Fire and Police: No Report
Mr. J.C. Hayes brought to the motion of Council the obstructing of the entrance to the Hose House on Saturday nights by Automobiles and made the suggestion that four traffic signs be purchased to obviate this practice so that in case of Fire, the alarms could be responded to without any delay whatsoever. He also said that the rubber boots now in service were worn out and recommended the purchase of new ones, one dozen pairs.
These two matters were referred to the Fire and Police Committee with the power to act, by the President.

Publication of the Towns Annual Statement for 1919:
The President authorized the Finance Committee to have the annual Statement for the Town for 1919, published for the benefit of the Citizens of the Town.

Report of the Robbins Hose Co.:
The annual report of the Robbins Hose co. was read and ordered filed, on motion of Messrs Burton and Keith.
Report of Fire Chief Mr. John C. Hayes:
The annual report of the Number and of the places of the fires occurring during the past year and other matters falling under the work of the Department was read and ordered filed on motion of Messrs Hopkins and Hayes.
Allowance to Watchman Dickerson:
On the request of Mr. Keith, Mr. Arthur Dickerson was allowed Ten dollars ($10.00), by Council for the overcoat owned by himself and used in the service of the Town.
New Business:
Mr. Wood was present and allowed the use of the floor to present a request from Scott and company relative tot he use of and improvements to certain streets for the benefit mainly of the Scott Packing Co. After discussion by the parties concerned and Council, it was decided to improve West Street with cinders from Division Street to Scotts factory and the Scott Packing Company to furnish a man and truck, and to help load truck and to drive same.
Alderman Report:
The Alderman report showed Fines collected amounting to $5.00 and two arrest for the month of January.
On motion of Messrs Hayes and Keith the report was accepted and the cheque for the fines turned over to the Treasurer.
Engineers Report:
Coal used during the month 224 Tons 1398 Lbs.
Water pumped in the month, 14,036,000 Gallons
Commercial Lighting 35,970 K.W.
Street Lighting 6,680 K.W.
Coal on hand January 31st 676 Tons, 530 lbs.
Would advise that the town have rigged up a small gasoline pump on a small four wheel truck to pump the sewer wells, so they can be cleaned out right and fresh water put in them. This would over come the bad orders that arises from them in the summer time. This outfit would also be a great benefit where it is necessary to make repairs on the water main, where there is sometimes so much water that it is necessary to bail it out by hand before repairs can be made. Such an outfit would not cost a great amount of money and would soon pay for itself in time saved to the Town.
