REGULAR MEETING
May 10, 1937
The regular meeting of the City Council of the City of Dover was held on the 10th day of May, 1937. The meeting was called to order by Vice-mayor Frear and on roll call the following members answered present: Messrs. Millman, Downes, Keith, Burton, Hinkle and Vane.
MINUTES
Upon motion of Messrs. Downes and Keith, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.
Upon motion of Messrs. Keith and Burton, the Council voted to table the ordinance regarding parking on the west side of State Street from Loockerman Street to the Ferguson property.
Upon motion of Messrs. Downes and Keith, the City Manager was authorized to purchase a tank car of road oil.
FINANCIAL REPORT
The financial report for the month of April was read by the Clerk and acepted and approved upon motion of Messrs. Keith and Burton.
ALDERMAN’S REPORT
The Alderman’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. A check amounting to $62 was turned over to the City Manager with the report of 14 arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle.
COMMITTEES
Mr. G. Leslie Gooden and Mr. Wm. P. Satterfield appeared before Council asking that the City extend the electric lines to Mahon’s Lighthouse. After some discussion, Council voted that the corporation pay all costs of construction and the City own and maintain the line. There shall be no refunds at any future time. The electric rate shall be the same as that of Little Creek.
Mr. Edgar young, a representative of the Dover Index, appeared before Council asking that the City take space of advertising in the Fiftieth Anniversary Special Edition of their paper. After some discussion, Council decided that they would not take any more advertising of this nature.
SALARY OF ASSESSOR
Upon motion of Messrs. Keith and Burton, Council instructed the City Clerk to draw an order on the treasury for $300 to cover the yearly salary of the City Assessor, Mr. James B. Keith.
TREE COMMITTEE
Upon motion of Messrs. Keith and Burton, Council appointed the following persons as members of the City Tree Committee: Messrs. Willard M. Hinkle, C. F. Millman, Harry Vane, Mrs. H. C. Taylor and Mrs. Mary W. Burton.
SALE OF LOT
Inquiry was made as to the price the Council would ask for the lot next to the Equitable Life Insurance Company building on the Dove Plaza. After some discussion, Council voted that this lot, size 100’ x 108’, would be valued at $10,000.
M. E. CHURCH PARSONAGE PROPERTY
The City Clerk was instructed to write Rev. Earl Shockley, pastor of the M. E. Church, that the City Council is not interested in the purchase of the M. E. Church Parsonage.
ORDINANCE
Upon motion of Messrs. Keith and Burton, the City Solicitor was instructed to prepare an ordinance regarding the parking of taxis on Bradford Street.
Upon motion of Messrs. Keith and Vane, the City Solicitor was instructed to prepare an ordinance regulating the size and height of hedges at the intersections of City streets.
REMOVAL OF PORCH ON LOOCKERMAN STREET
Upon motion of Messrs. Keith and Hinkle, the City Manager was instructed to send a registered letter to Mrs. Ina Freeman instructing her to remove the porch from her property on Loockerman Street.
PENSION FOR POLICE OFFICER
Upon motion of Messrs. Keith and Burton, the Council voted that officer E. I. Lane be placed on the inactive list subject to call by the Chief of Police, at the salary of $15 per week.
