SAFETY ADVISORY AND TRANSPORTATION COMMITTEE

SPECIAL RECREATIONAL VEHICLE SUB-COMMITTEE

The Special Recreational Vehicle Sub-Committee Meeting was held on September 5, 2006, at 5:07 p.m. with Chairman Hogan presiding. Members present were, Mr. Miller, Mrs. Sibbald, Colonel Welsh and Mrs. Townshend. Mrs. Hettinger, Mrs. Kinkus, and Mr. Link were absent.

AGENDA ADDITIONS/DELETIONS

Colonel Welsh moved for approval of the agenda, seconded by Mr. Miller and unanimously carried.

Review of Draft Ordinance

Mr. Hogan reviewed the minor changes that were made to the draft ordinance (attachment #1) which included changing “motor home” to “recreational vehicle”. Chapter 106, Article I, Section 106-123 (attachment #2) of the code regarding vehicle parking on residential streets was also amended to increase the time that recreational vehicles are permitted to park from 12 to 24 hours.

Mr. Bill Miller, 373 Nimitz Road, provided members information regarding the current zoning and set back distance for several neighborhoods in the City (attachment #3). Based on Mr. Miller’s research, more than 6000 residents within the City of Dover would not be able to park a recreational vehicle on their property under the revised ordinance. Mr. Miller provided additional detailed information and requested that the committee consider increasing the set back requirement.

Mrs. Sibbald questioned the removal of the length requirement from the draft ordinance. During the meetings of August 16 and August 29, 2006, it was the consensus of members to allow the setback to restrict the length of a recreational vehicle. Colonel Welsh proposed that a maximum vehicle length of 35 feet be placed in the draft ordinance. After further discussion all members agreed that the proposed maximum length of 35 feet was acceptable.

Mr. Hogan advised members that the revised ordinance would be presented to the Safety Advisory and Transportation Committee on September 26, 2006. If approved the first reading before City Council be held on October 9, 2006. The ordinance will be referred to the Planning Commission on November 20, 2006. The second reading and final action on the ordinance will be conducted at the December 11, 2006 regular meeting of City Council.

Mr. Hogan urged all those in attendance to attend the committee meeting and the public hearings in order to have their thoughts and feelings heard. He also noted that the work of the Committee has been completed unless otherwise recommended.
