TRANSPORTATION COMMITTEE
The Transportation Committee Meeting was held on April 17, 2003, at 10:30 a.m., with Chairman Ruane presiding. Members present were Mr. Pitts, Mr. Ornauer, and Mr. Asay. Mr. Ritter was absent. Others present were Mr. DePrima, Mr. Koenig, Mr. Lee, Ms. Juanita Wieczoreck (MPO), Mr. Rob Clemens (Transportation Management Association), Mr. Laing (Municipal Liaison DelDOT), and Mrs. McDowell.
AGENDA ADDITIONS/DELETIONS
Mr. Ornauer requested the addition of item #6-F, North Street Striping.
Mr. Ornauer moved for approval of the agenda, as amended, seconded by Mr. Asay and unanimously carried.
APPROVAL OF MINUTES OF MARCH 18, 2003
Mr. Ornauer moved for approval of the minutes of March 18, 2003, seconded by Mr. Asay and unanimously carried.
PRESENTATION - KENT COUNTY TRANSIT SURVEY ANALYSIS (Mr. Rob Clemens - Transportation Management)
During the Regular Meeting of March 18, 2003, Mr. Rob Clemens of the Transportation Management Association provided members with the Kent County Transit Survey Analysis which was requested by the Delaware Transit Corporation (DTC). Due to the time limitation, Mr. Clemens was requested to return in order to provide a more in-depth presentation.
Mr. Clemens provided a more in-depth review of the results of the survey. He noted that the data has been provided to the DTC for use in deciding upon changes to the transportation system and in the promotion of public transportation.
MPO/PAC/TAC REPORT (Koenig/Ornauer/Wieczoreck)
Mr. Ornauer distributed the FY 2005 Transportation Improvement Program (TIP) - List of Projects to be Prioritized (Attachment #1). Mr. Koenig provided a brief update of those projects which are located in Dover.
Ms. Wieczoreck noted that the Kenton Road Corridor/Intersection Project has been removed from the list. Mr. Koenig noted that the tar-ditch project to improve drainage at Water Street and Governors Avenue was not resubmitted for consideration. Mr. Ruane emphasized the importance of tracking the projects on both the State and City lists.
PRIORITIZATION OF CITY TRANSPORTATION PROJECTS - REVIEW OF MEMBER’S RECOMMENDATIONS
During their Regular Meeting of March 18, 2003, members discussed City Transportation Projects to be put forward to DelDOT as being priorities for the City.
Mr. DePrima noted that there is a clear distinction between projects that are ready to go and would have fairly immediate improvements to the system versus projects that have called for studies. He would like to see two (2) lists prioritized: unfunded studies considered by the City to be priority, and unfunded projects that are scoped or short-listed.
Members categorized the following list for consideration:

Mr. DePrima requested members to be prepared to prioritize the list at the next Transportation Committee meeting.

UPDATES
Dover Signalization Project (DePrima/Koenig)
Mr. Ruane stated that the project has been submitted to the Dover/Kent County MPO and it appears on the list of projects distributed at this meeting.
Division Street Railroad Crossing
Mr. DePrima stated that he spoke with Mr. Dick Fosket of DelDOT Rail who indicated that he is not sure if the railroad crossing would be a part of the Division Street overlay, although the specifications indicate that the improvements will cross the railroad track. Mr. DePrima stated that the crossing may be a part of the paving rehabilitation project; however, the Division Street railroad crossing is not degraded enough to qualify for the 103 Program. He stated that when DelDOT decides to make the intersection improvements, Norfolk Southern will lift the track.
Eden Hill Farm
No update was provided on the Eden Hill Farm project.
Update - Traffic Study SR1/SR8
No update was provided on the Traffic Study SR1/SR8.
House Bill 56
Mr. Ruane informed members that House Bill 56, which proposed to establish an Environmental Priority Account within the Transportation Trust Fund, was tabled by the General Assembly’s Committee.
North Street Striping
Mr. Ornauer informed members that the striping has been removed.

The next meeting will be held on May 20, 2003 at 10:30 A.M.
Mr. Ornauer requested that House Bill 111, Legal Level for Drunk Driving, be placed on the next agenda for consideration.
