QUARTERLY OPEN TOWN MEETING

The Quarterly Open Town Meeting was held on November 7, 1994 at 7:00 p.m. with Mayor Hutchison presiding. Members of Council present were Mr. Lambert, Mr. Tudor, Mr. Leary, Mr. Pitts, Mrs. Malone, Mr. Weyandt, Mr. Salters, Mr. Hare and Council President Christiansen.

AGENDA ADDITIONS/ADDITIONS

Mr. Christiansen moved for approval of the agenda, seconded by Mr. Lambert and unanimously carried.

PRESENTATION - DOVER LITTLE LEAGUE,

Mayor James L. Hutchison's first Annual Prayer Breakfast was held on October 13, 1994. Proceeds from the event, amounting to $500, were to be donated to the Dover Little League. On behalf of the City of Dover, Mayor Hutchison presented a $500 check to the Dover Little League. Accepting the donation on behalf of Dover Little League were Fred Wiley, Jim Clendaniel, Jim Ferguson, John Durk and Mike Price. They expressed their appreciation to Mayor Hutchison for the donation and to members of Council for their continued support.

Mayor Hutchison recognized Mike Karia, Mary Skelton and Debbie Berry and relayed appreciation for their efforts in organization of the Mayor's Prayer Breakfast.

PRESENTATION - VETERAN OF FOREIGN WARS

Representing the Ladies Auxiliary of the VFW Post #9962, Ms. Marie Williams presented an award to the City of Dover in expression of their appreciation for the City's diligent care of the Veterans triangle at the intersection of Kings Highway and State Street. Other members were present representing the VFW who relayed their appreciation for the City's maintenance, the planting of the beautiful flowers and for the installation of the flag.

There was no one present wishing to speak during the open forum session of the Town Meeting.

INTRODUCTION OF NEW WATER TREATMENT PLANT - PRESENTATION BY AMERICAN COMMONWEALTH MANAGEMENT SERVICES CO., INC.

The original concept of the water treatment plant began in 1980, under the direction (if Public Works Director, Jack Woods. The need to provide water capacity and supply to a fastgrowing city prompted the review of many water supply options. After a considerable amount of lime and many changes due to federal mandates that were constantly taking place, the shallow we'll option was agreed upon. After public hearings and debates over the proper type of water treatment, the ozone plant was selected over consideration of chlorine treatment. Mr. James O'Connor, City Manager, explained that the plant is located on Long Point Road in close proximity to the well fields and is expected to assist the City to meet its water needs until at least the year 2015. It was decided in 1993 that the City would operate the plant with its own employees as opposed to contracting out the plant. Ozone is new technology to the United States and it was determined that the City would need assistance in getting our employees properly educated to run the plant. We contracted with the American Commonwealth Management Services Co., Inc. (ACMISC) for a period of one year to assist the City in commissioning the plant, set up operating procedures and programs, and train employees for the operation of the ozone plant. Mr. O'Connor introduced Mr. Steve Schmidt, Vice-President, and Mr. Adam McDonough, Project Manager, of ACMSC.

Mr. Schmidt stated that Mike Stuart, Production Consultant, is in the process of training City operators and writing procedures necessary for continued operation at the plant. He is certified in water operations and has moved to Dover so that he can be a full-time, on-site operator- for the first year of startup of the Water Treatment Plant. He explained in detail the proposed approach to management and operations, highlighting the following:

          Interview and selection of personnel

          In-plant training of staff

          On-site full-time experienced operator in first year of start-up

          Inventory equipment and parts

                           Prepare procedures

          Computerize preventative maintenance of equipment

          Computerize work orders and purchasing

          Prepare O & M plan

          Propose carbon savings

          Prepare risk management audit

          Prepare emergency response plan and risk management manual

          Prepare operations report

          Goal is efficient, safe, consistent operation

Mr. McDonough outlined the following proposal for their approach to water quality:

Compliance with all drinking water standards

Analyses of source and treated water

Conduct chemical application and monitoring

American's Water quality control laboratory

              - - certified for back-up

              - - emergency assistance

Public alert when any difficulties (example - distribution system disinfection)

Goal is continuous high-quality water at economical rates for customers

There was a general question and answer session on the new water treatment plant. Mr.O'Connor invited members of Council and citizens to contact him if they have further questions or concerns on the new water treatment plant.

Mr. Weyandt moved for adjournment, seconded by Mr. Salters and unanimously carried
