SAFETY ADVISORY COMMITTEE

The Safety Advisory Committee met on August 13, 1991, at 7:50 p.m. . with Chairman Saiters presiding. Councilman Hare was present. Noting the absence of Councilman Pitts, Councilman Levitt was deputized. Other members of Council present were Mr. Weyandt, Mr. Lynn, Mr. Daisey, Council President Christiansen and Mayor Richter.

AGENDA ADDITIONS/DELETIONS

There were no additions or deletions to the agenda.

DESIGNATION OF HANDICAPPED PARKING SPACE - 26 THE GREEN - SOUTHERN BARRISTERS The owners of the property at 26 The Green, Southern Barristers, Inc. , submitted a letter requesting a designated handicapped parking space at 26 The Green.

City Planner, Ed Cregar, explained that the request is a modification to a previously approved Site Plan and Architectural Review Certification which was originally granted by the Planning Commission on November 19, 1990. Since the proposed modification involves the parking and improvements within the public right-of-way, the Plannihg Commission felt that it would be out of it's purview to consider such a request without the consent of City Council. Therefore, the Planning Commission tabled the matter during their meeting of April 15. 1991.

Representing Southern Barristers, Mr. Kevin Howard explained that they felt that the handicapped ramp at the rear of their property would interfere with the aesthetics; therefore, have requested a designated handicapped parking space in the front of their property.

ReSDonding to Mr. Hare, Mr. Cregar stated that the owners have already made the changes to the Site Plan prior to receiving Council or the Planning Commission's approval.

Mr. Hare moved to recommend denial of the request to reserve parking space on The Green for handicapped accessibility and for revisions to the Approved Site Plan. The motion was seconded by Mr. Levitt and unanimously carried.

PUBLIC HEARING - RESIDENTIAL PARKING PERMITS/TWO HOUR PARKING - WOODCREST DRIVE.WILSON DRIVE AND TERRY CIRCLE

During their meeting of July 23, 1991, the committee considered a petition from residents on Woodcrest Drive, Terry Circle, and Wilson Drive, requesting two hour parking restrictions. The residents felt that the restriction would help control the loitering and other related problems from students at Dover High School that park their vehicles in the development. Mr. Tony Galla advised members that there were several residents of Woodcrest Drive that object to the parking restrictions and requested that action be delayed to afford him the opportunity to obtain a petition. The committee tabled action to allow Mr. Galla the opportunity to present a petition from those residents objecting to the restrictions and that a public hearing be held during the committee meeting of August 13, 1991.

Chairman Salters declared the hearing open.

Mr. Bernard Greenfield, 907 Woodcrest Drive. advised members that Dover High School has restricted students from smoking on school grounds; therefore, students that want to smoke are doing so on adjacent property. It was his opinion that some of the problems in the area could be alleviated if Dover High School provided designated smoking areas.

Mrs. Betty Brown, 907 Woodcrest Drive, stated that Dover High School should adhere to the same regulations as other businesses located in the City and should be required to provide adequate parking spaces for their customers. She also felt that the school district should either provide transportation for students or a parking place and that students be made to choose either a parking space or bus transportation.

Mr. Roger Bulley, 888 Schoolhouse Lane, felt that the problems being experienced in the neighborhood are due to the volume of people and vehicles in the area. He advised members that there are only two ingresses/egresses for the

development. Mr. Bulley stated that it is very difficult to back out of

driveways andsuggested that the City consider the placement of a four (4) to

five (5) footyellow curb on either side of each driveway.

Chairman Salters declared the hearing closed.

Mr. Hare noted that there are over 30 signatures that appear on both petitions and suggested that the matter be tabled until the beginning of the school year.

It was Council President Christiansen's opinion that a majority of the problems could be alleviated if the fence between Dover High School and the neighborhood was closed. Feeling that the fence was placed there as a convenience to the neighborhood, which is now an inconvenience, he suggested that staff investigate the legality of closing the fence.

Mr. Hare moved to table action on the matter to allow staff to further investigate the feasibility of closing the gate between Dover High School and the neighborhood. The motion was seconded by Mr. Levitt and unanimously carried.

Mr. Hare moved for adjournment, seconded by Mr. Levitt and unanimously carried.
