COUNCIL WORKSHOP
A workshop of Council was held on June 24, 1985 at 7:00 p.m. for the purpose of discussing a request from United Way to locate a complex of four mobile homes under one roof on a lot off Court Street that incorporates the Bayard Avenue water storage tank. Mayor Carroll presided with Messrs. Richter, Ambruso, Bulley, Christiansen, Witt, Weyandt and Shevock present. Mr. Boaman was absent.
Mr. Ed Hagemeyer, Ms. Bebe Mick and Mr. LeRoy Klein were present representing United Way.
Mr. Hagemeyer advised that General Foods has offered a gift of four mobile homes that were utilized during the construction of the General Foods co-generation plant. The four homes have been completely stripped of inner walls and if installed on the lot at Bayard Avenue, will be contained under one A-frame roof with a permanent concrete foundation. Through the efforts of Mr. LeRoy Klein, approximately ten contractors have offered contributions of labor and material. Mr. Hagemeyer stated that United Way does not want to own the land but wishes to enter into a lease with the City of Dover.
Questioned by members of Council, Mr. Hagemeyer stated that the gravel road off of Court Street would have to be improved to aid mobility of the handicapped. Gardens will be incorporated adjacent to the building as a part of the landscaping. The gardens will be planted in such a manner that the handicapped can maintain them from wheelchairs. Parking facilities will be added to the rear of the building.
Mr. Witt reported concerns of the Parks and Recreation Committee who felt that legal opinions should be obtained from the Solicitor in relation to leasing the land. The committee felt that allowing mobile homes within the corporate limits of the City might create a dangerous precedent. They were also concerned with the reaction of residents in the neighborhood who would be in close proximity to the United Way facility.
Mr. Klein suggested a conditional approval of the project, subject upon satisfying all of the negatives as seen by members of Council.
Mayor Carroll stated his opinion that the project would be a great asset to the community and hoped that members of Council would approach the question in a Positive manner if, after legal research by the City Solicitor, all of the negatives can be satisfied in the minds of members of-Council.
