REGULAR COUNCIL MEETING

The Regular Meeting of Council was held on April 8, 1985 at 7:30 p.m. with Mayor Carroll presiding. Members present were Messrs. Richter, Tudor, Boaman, Bulley, Christiansen, Witt, Weyandt and Shevock.

The invocation was given by the Reverend J.H. Williams, Council Chaplain.

AGENDA ADDITIONS/DELETIONS

Mr. Boaman requested an executive session immediately following the Tax Appeals.

Mr. Witt requested an additional agenda item under correspondence to present a letter from Mrs. Elizabeth Blocker concerning a directional sign at the intersection of N. State Street and N. Governors Avenue.

ADOPTION OF MINUTES - REGULAR COUNCIL MEETING OF MARCH 25, 1985

The Minutes of March 25, 1985 were unanimously approved by motion of Mr. Weyandt, seconded by Mr. Witt and bore the written approval of Mayor Carroll.

RESOLUTION - SPRING CLEAN UP WEEK

By motion of Mr. Witt, seconded by Mr. Christiansen, Council by unanimous vote, adopted the following resolution:

WHEREAS, the Mayor and Council desire to place special emphasis on a clean and beautiful City, and

WHEREAS, traditionally in May there is a period set aside to honor the past and heritage of the City and

WHEREAS, the annual Old Dover Days will be celebrated May 3rd and 4th, 1985.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF DOVER, IN COUNCIL MET:

1.         The period of April 20th - 27th, 1985 be designated Spring Clean Up Week for the City.

2.         All citizens are encouraged to clean up and beautify their premises and to place any trash or debris that they may have at the curb for pickup during said Spring Clean Up Week.

3.         During said Spring Clean Up Week, City of Dover crews will pick up any debris or trash removed by citizens and placed at curbside on a non-scheduled basis and as needed in the area.

4.         The City Clerk of the City of Dover is hereby directed to make this resolution a part of the permanent records of the City of Dover.

ADOPTED:    April 8, 1985

RESOLUTION - HEALTH CARE

By motion of Mr. Witt, seconded by Mr. Christiansen, Council by unanimous vote, adopted the following resolution:

WHEREAS, in the late seventies the City of Dover began to experience rapidly increasing employee group health care premiums; and

WHEREAS, in 1983 the annual premium increase was a shocking 30% leading to the realization that something had to be done to control the ever increasing costs; and

WHEREAS, in the Spring of 1984 City employees were invited to participate in a Health Care Committee, the purpose of which was to find a means of stabilizing health insurance costs; and

WHEREAS, as a result of the Committee's work, the City switched to a health care program designed by Blue Cross/Blue Shield to encourage judicious use of health care services by employees and an efficient provision of health care services by medical providers; and

WHEREAS, this year as a result of the impact of the program, the City has been informed by Blue Cross/Blue Shield that the City's premiums will be reduced by 4.39%.

NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND CITY COUNCIL OF THE CITY OF DOVER HEREBY EXTENDS ITS APPRECIATION AND THANKS TO CITY EMPLOYEES FOR THEIR EFFORTS WHICH LEAD TO THE STABILIZATION OF THE CITY'S GROUP HEALTH CARE PREMIUMS.

PROCLAMATION - FAIR HOUSING MONTH

Mayor Carroll submitted the following Proclamation:

WHEREAS, April 1985 marks the seventieth anniversary of the passage of the Civil Rights Act of 1968, which included Title VIII, the Fair Housing Law, for guaranteed equal housing opportunity for all citizens, and

WHEREAS, Fair Housing is consistent with the principle of equality and justice for all, providing the challenge to combat discrimination, and to broaden the protection of the beliefs upon which our Nation was founded, and

WHEREAS, this month provides an opportunity for all Americans to rededicate themselves to the principles of free choice and to re-acquaint themselves with the rights and responsibilities that are theirs under the Fair Housing Law.

NOW, THEREFORE, I, CRAWFORD J. CARROLL, MAYOR OF THE CITY OF DOVER, DELAWARE, do hereby proclaim April 1985 as

FAIR HOUSING MONTH

in the City of Dover, Delaware, and urge my fellow citizens to join me in re-affirming the obligations and commitment to Fair Housing Opportunities for all people.

PROCLAMATION - LIBRARY WEEK

Mayor Carroll submitted the following Proclamation:

WHEREAS, our world demands of every citizen a re-dedication to enduring intellectual and spiritual values essential to the progress of a free and democratic society; and

WHEREAS, our libraries provide access to the accumulated wisdom and experience of mankind which can increase our understanding and expertise in solving the problems of our day; and

WHEREAS, government at all levels must encourage the free flow of information and the right of every individual to study and enjoy the ideas recorded in books, newspapers, magazines, and all forms of reproduction available in our libraries;

NOW, THEREFORE, I CRAWFORD J. CARROLL, MAYOR OF THE CITY OF DOVER, DELAWARE DO HEREBY PROCLAIM that the week of April 14 to 20, 1985, is hereby proclaimed LIBRARY WEEK, and that all citizens are urged to join in this national effort for a better informed America that can insure continued commitment to our fundamental ideals and stimulate us all to greater achievements.

He stated that there is a comparable property located at 22 St. Andrews Court that is 100 square feet larger in area which sold in August 1982 for $152,500. Five years ago, Mr. Hitch paid $120,000 for 400 Troon Road. He felt the value placed on his property was out of line and appealed $174,900. Mayor Carroll declared the hearing closed.

Mr. Bulley, speaking in behalf of Mr. Paul Baker, advised that he and Mr. Lucas have reviewed Mr. Baker's premises thoroughly and recommended that those properties in Eastover Hills within 150' of Route #13 receive a 5% reduction in assessed value due to the noise factor from vehicular traffic. This would result in Mr. Baker's property at 541 Greenhill Road being reduced from $91,100 to $86,500 and the property at 549 Greenhill Road being reduced from $83,600 to $79,094.

Assistant Assessor Lucas pointed out that any reduction approved should also consider other parts of Eastover Hills in close proximity to Route #13.

Mr. Tudor pointed out that Council would be opening the door for other areas in the City such as property adjacent to the railroad tracks that could claim an environmental impact on the neighborhood.
