SPECIAL COUNCIL MEETING
A Special meeting of Council was held on October 3, 1984 at 9:20 p.m. with Mayor Carroll presiding. Members present were Messrs. Richter, Tudor, Boaman, Bulley, Christiansen, Witt, Weyandt and Shevock.
Agenda Additions/Deletions
Mr. Richter requested an additional agenda item concerning a request for a supply and recharge well for a heat pump being installed at 237 E. Mifflin Road.
Mr. Bartolotta requested an additional agenda item for a request by the Salvation Army to utilize the street in front of the Wesley Church Educational center or the Municipal Parking Lot to conduct a fall harvest auction.
Mayor Carroll requested an additional agenda item for council action to cancel the Regular council Meeting of October 8, 1984.
The agenda was unanimously approved as amended.
Kent County Levy Court Proposal - City of Dover as Co-sponsor of a Single Family Mortgage Revenue Bond Program
Relating to action by the Legislative and Finance Committee concerning the City of Dover as a cosponsor of a Single Family Mortgage Revenue Bond Program with the Kent County Levy Courts, Mr. Boaman moved for the recommendation of the Legislative and Finance committee that would adopt the necessary resolution stipulating that the limitations of the program be set in conjunction with the City Manager's Office, Levy Court, the bond attorneys, and bond underwriters; said limitations to be submitted to the City of Dover Council. The motion was seconded by Mr. Christiansen and by a unanimous roll call vote, council adopted the following resolution:
WHEREAS, the City of Dover, Delaware (the "City") recognizes the need for adequate mortgage money, both to enable its citizens to purchase homes and to insure employment in the building industry; and
WHEREAS, the current economic conditions have drastically reduced the amount of conventional mortgage money available from banks and other lending institutions at rates which prospective homeowners can afford; and
WHEREAS, mortgage money has been successfully raised elsewhere through the adoption of single family mortgage revenue bond programs; and
WHEREAS, the Kent county Levy court has expressed its intention to implement a county-wide single family mortgage revenue bond program to provide mortgage money to residents of Kent County, including residents of the City; and
WHEREAS, the effectiveness of such single family mortgage revenue bond program would be enhanced by the transfer by the City of its applicable issuing limit for single family mortgage revenue bonds to Kent County pursuant to Section 103A (g) (3) (B) of the Internal Revenue code of 1954,
NOW, THEREFORE, BE IT RESOLVED, THAT:
1. The City hereby transfers to Kent County Delaware the full amount of the City's applicable issuing limit for single family mortgage revenue bonds for the calendar year 1984.
2. All resolutions and parts thereof inconsistent herewith are hereby repealed.

Supply and Recharge Well - Ground Water Heat Pump - Mrs. Marcene Gory - 237 Mifflin Road
The Delmarva Drilling Company, on behalf of Mrs. Marcene Gory 237 E. Mifflin Road, requested permission to drill a supply well and a recharge well for the purpose of installing a ground water heat pump at the abovementioned address.
Mr. Richter advised Council of receiving a telephone call fran Delmarva Drilling Company requesting action on the request as soon as possible since the heat pump will be needed in the near future due to the weather.
The water utilized by the heat pump will be withdrawn and recharged from less than 150' depth. All construction will be subject to the City's inspection and to all State regulations.
Mr. Witt moved for approval of the request, seconded by Mr. Weyandt.
Questioned by members of the Council, Mr. Richter stated that the water utilized for the heat pump would be a closed system and would draw ground water that would flow through the heat pump and replace the water back in the ground with no contamination involved. He advised that the project should be approved with the stipulation that the City will inspect all installations and that the well or wells be driven in accordance with state regulations.
Mr. Witt's motion for approval was unanimously carried and included the stipulations as outlined by Mr. Richter.
John B. Hindman, Attorney at Law - Street in Front of Wesley Educational Center or Municipal Lot for Salvation Army Fall Harvest Auction
Mr. Bartolotta stated that a letter was received on October 3, 1984 fran Mr. John B. Hindman, requesting that the Salvation Army be permitted to utilize either the street in front of the Wesley Church Educational Center or the Municipal Parking Lot east of City Hall, for a fall harvest auction. Since the affair will be held on October 20th, Mr. Bartolotta presented the matter to the Special Council Meeting for consideration.
Mr. Witt moved for approval of the f unction to be held in the Municipal Parking Lot and that all activities be coordinated with the Chief of Police, the City Manager and the Fire Marshal. The motion was seconded by Mr. Weyandt and unanimously carried.
Cancellation of October 8, 1984 Regular Council Meeting
Mr. Richter moved that the Regular Council Meeting scheduled for October 8, 1984 be cancelled due to the State and City holidays, seconded by Mr. Weyandt and unanimously carried.
Mr. Witt moved for adjournment into executive session to discuss financial matters seconded by Mr. Weyandt and unanimously carried.
