REGULAR MEETING

October 25, 1982

The Regular Meeting of Council was held on October 25, 1982 at 7:30 p.m. with Mayor Carroll presiding. Councilmen present were Messrs. Richter, Tudor, Boaman, Hardcastle, Carey, Witt, Bonar and Shevock.

The invocation was given by the Reverend J.H. Williams, Council Chaplain.

AGENDA ADDITIONS/DELETIONS

Mr. Boaman requested an additional agenda item under the title of "Appointment to the Library Commission".

Mr. Bartolotta requested to delete the City Manager's written report for Robbins Hose Company for October, stating that the annual inspection will be conducted on October 26th with a written report to be submitted to Council on November 8, 1982.

Chief Klenoski requested that item #9 (Extension of City Policy on Workmen's Compensation for Police Officer) be deleted, informing Council that the matter has been resolved through the City's insurance carrier.

RESOLUTION - TROY DUNN - STATE MONOPOLY CHAMPION

 Ms. Claudia Smoot, Assistant Recreation Department Director, presented a resolution to Troy Dunn who placed first in a contest for State Monopoly Champion, sponsored by the City of Dover Parks and Recreation Department. In addition, a Monopoly Playmaster was presented to Troy in behalf of Parker Brothers Manufacturers who initiated the contest throughout the country.

Mayor Carroll extended his congratulations to Troy Dunn and his parents, wishing Troy all success in the nationwide contest.

By motion of Mr. Richter, seconded by Mr. Bonar, Council adopted the following resolution:

WHEREAS, on Tuesday, August 31, 1982, the Dover Park and Recreation Center hosted a Monopoly Tournament sponsored by Parker Brothers, manufacturer of Monopoly, as the first leg in the National Monopoly Play-Offs staged at schools, camps, playgrounds and community centers nationwide; and

WHEREAS, through his skill and ingenuity 15 year old Troy Dunn, acquired the most valuable real estate on the board and accrued assets by the million, sending his opponents into bankruptcy right and left during the two - ninety minute regulation rounds of play; and

WHEREAS, as the victor Troy Dunn became the State Monopoly Champion and with this title he will represent Delaware in the American Monopoly Championship in Washington, D.C. in November as a guest of Parker Brothers to compete with wheeler-dealers from across the country for the title of United States Monopoly Champion and a chance to represent the United States at the World Monopoly Championship in 1983.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF DOVER, IN COUNCIL MET:

1. The Mayor and Council extend their congratulations to Troy Dunn for the competitive spirit and gusto he displayed in amassing his fortune at the monopoly table.

2. The Mayor and Council express their pride in this young winner who is a tenth grade honor student in the Gifted and Talented Program at Caesar Rodney Senior High School and an award winning diving champion.

3. The Mayor and Council wish Troy Dunn the best of luck and success in the American Monopoly Championship where he will be competing for the chance to represent the United States in the World Championship, all of which are sponsored by Parker Brothers.

4. The Mayor and Council direct the City Clerk to make this Resolution a part of the permanent records of the City of Dover.

RESOLUTION - DISBURSEMENTS ACCOUNT

By motion of Mr. Witt, seconded by Mr. Bonar, Council unanimously adopted the following resolution:

BE IT RESOLVED, that the City of Dover Council has authorized a City of Dover Disbursement Account; said account to be administered by the City Clerk/Treasurer or Assistant City Clerk/Treasurer with only one of the aforementioned signatures required.

ADOPTION OF MINUTES - REGULAR COUNCIL MEETING OF OCTOBER 12, 1982

The Minutes of the Regular Council Meeting of October 12, 1982 were unanimously approved by motion of Mr. Witt, seconded by Mr. Carey and bore the written approval of Mayor Carroll.

MONTHLY REPORTS - MONTH OF SEPTEMBER

Questioned by Mr. Richter, Mr. Bartolotta informed Council that members of staff would be attending a meeting with an expert at Princeton University relative to high voltage cable. He invited any member of Council who would be interested in participating and possibly discussing related City of Dover electrical outages.

In answer to questions submitted by Mr. Hardcastle and other members of Council, Mr. Bartolotta stated that the City is now purchasing McKee Run’s oil supply on the spot market. This situation has been caused by a strike and picket lines on the part of Swann Oil truck drivers who will not allow Baker Transport, the firm carrying oil to McKee Run, to cross picket lines. The strike has caused the City to pay 2¢ or 3¢ per gallon over contract price.

Questioned by Mr. Tudor, Mr. Bartolotta advised Council that there are no provisions in the present contract with Swann to cover an interruption in oil supply but this will be taken into consideration on future bids. The necessity of purchasing McKee Run oil at a slight increase will not noticeably effect the fuel adjustment multiplier.

UTILITY COMMITTEE REPORT

The Utility Committee met on October 13, 1982 at 7:30 p.m. in the Conference Room of McKee Run Power Plant with Chairman Richter presiding.

Disposal of Wastewater from Dover Brook Gardens, State College Road area and Whiteoak Road

Mr. Bartolotta informed the committee that the City of Dover will be required to finance the Step I planning stage at a cost of $30,000 and Step II, Design Stage, estimated at $70,000 to initiate an application for a state and federal grant to make sewer available for Dover Brook Gardens, State College Road area and Whiteoak Road. The City of Dover would have approximately $70,000 invested in the project before receiving any of the grant funds.

It was recommended that the committee approve Step I to enable staff to engage an engineering firm for the planning. Step I and Step II would involve approximately six months, making it very important that the project be initiated as soon as possible in order to beat an October 1, 1984 deadline for grant funds.

The committee recommended that the City proceed with the planning and design steps with the understanding that members will receive a report on available funds to finance the City’s portion.

Mr. Richter moved to proceed with the planning and design, or Step I and Step II, of the project, authorizing an expenditure of $80,000. The motion was seconded by Mr. Hardcastle.

Mr. Shevock suggested investigating the possibility of acquiring a Step IV type grant, which initiates all three steps at one time.

Mr. Bartolotta stated that he was not knowledgeable of that procedure but would inquire into the possibilities.

By unanimous roll call vote, Council authorized staff to proceed with the project.

By motion of Mr. Witt, seconded by Mr. Hardcastle, Council unanimously approved the Utility Committee Report as submitted.

CITY OF DOVER POLICE STATION DEDICATION

Mayor Carroll submitted a recommendation that the City of Dover Police Station Dedication in honor of former Chief James Turner be set for November 19, 1982 at 1:00 p.m. The program and a resolution will be prepared for the dedication.

Mr. Hardcastle moved for approval of the recommendation, seconded by Mr. Boaman and unanimously carried.

SET PUBLIC - HEARING - COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION

By motion of Mr. Bonar, seconded y Mr. Carey, Council unanimously approved a public hearing for November 8, 1982 at 7:30 p.m. to initiate a community development block grant application.

APPOINTMENT - LIBRARY COMMISSION - JOHN B. HINDMAN

Mayor Carroll proposed the name of John B. Hindman to serve on the Library Commission, replacing Dr. Petty who has moved from the area.

Mr. Witt moved for approval of the appointment, seconded by Mr. Carey and carried by a unanimous roll call vote.

CORRESPONDENCE

Kent County Levy Court - Breakdown of Emergency Service Grants

Mayor Carroll referred to a letter dated October 13, 1982 from the Kent County Levy Court listing a breakdown of revenue sharing and general fund grants for emergency, health, and safety services allocated to organizations, cities and towns in Kent County. He commented on what seemed to be an unfair share allocated to the City of Dover by the Kent County Levy Court and requested that Council initiate formal action establishing a position on the allocations. In addition, Council should accept or reject the offered $2,250 annual grant for ambulance service.

Mr. Boaman moved to accept the $2,250 grant under protest. The motion was seconded by Mr. Shevock and unanimously carried.

Mr. Boaman moved that the letter from Kent County Levy Court, listing the breakdown of allocations to organizations, cities and towns, be referred to the Legislative and Finance Committee and also the City Solicitor’s office to determine if the City has any alternatives to dispute the amount of funds granted to the City of Dover. The motion was seconded by Mr. Shevock and unanimously carried.

Mr. Richter pointed out that the City of Dover has approximately 25% of the population of Kent County and 25% of the county facilities within the corporate limits. In comparison, the City of Dover is receiving approximately 5% of the total funds allocated by Kent County.

Delaware Ambulance Service - Request to Discuss Proposed Contract

In a letter dated October 20, 1982, Mr. Gerald Hawkins, President of Delaware Ambulance Service, requested that Council consider contracting all City of Dover ambulance service to his firm.

Mr. Bonar moved to acknowledge receipt of the letter and refer the matter to the Safety Advisory Committee, seconded by Mr. Witt and unanimously carried.

MAYOR CARROLL'S STATEMENT IN OBSERVING HALLOWEEN

Mayor Carroll issued the following statement in behalf of Council as a guideline for citizens to follow during observance of Halloween on Saturday, October 30, 1982 between the hours of 6:00 p.m. and 9:00 p.m.

     1.   I urge every citizen in the corporate limits of the City of Dover to respect the Halloween tradition and protect our youth.

     2.   The observance of Halloween in the City of Dover is not an open house for outsiders to invade our neighborhood or for residents of the City to invade other cities.

     3.   I urge the parents of the young trick-or-treaters to accompany their children and make sure safety is observed at all times.

Mr. Witt moved for adjournment, seconded by Mr. Carey and unanimously carried.
