REGULAR MEETING

The regular meeting of City Council was held on Monday, November 25, 1968 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs Biggs, Harris, Hastings, Hayes, Holpp, Hughes, Jackson and Walls.

The invocation was said by the Rev. Clifford Tazelaar of the Church of Nazarene.

MINUTES

The minutes of the regular meeting of Council held on November 11, 1968 were accepted and bore the written approval of Mayor Carroll.

ANNUAL AUDIT REPORT

Mr. William Manter, of Manter & Richardson, the auditing firm, was present and gave a report on the annual audit. On motion of Mr. Harris, seconded by Mr. Hastings, Council accepted the audits of the General Fund and the Electric Revenue Fund as submitted by the firm of Manter & Richardson.

GENERAL FOODS TREATMENT FACILITY

Mr. Oran Kirkpatrick of General Foods, was presented and reported to Council that General Foods has started to build a Rice Waste Treatment facility on their property located in West Dover. The cost will be in the vicinity of a half million dollars and will be in operation sometime in March of 1969. The cost to be borne by General Foods. By building such a facility, General Foods will decrease their load put into the sewer system of the City of Dover, and at the same time will alleviate the present overloading of the City’s sewage treatment plant. This will also reflect a slight reduction in the revenue from General Foods for the treatment of their waste.

COMMUNITY ACTION AGENCY

A letter was received from the Community Action Agency requesting that a parcel of land adjacent to the Little League Ballpark on Court Street that the City owns, be given to the Agency for the establishment of a Day Care Center. The Agency has been given a grant of $19,000 for the establishment of such a Day Care Center, and wishes to use these funds for the construction of a facility suitable to accommodate 50-60 preschool children. On motion of Mr. Hayes, seconded by Mr. Biggs, Council referred this request to the Parks, Playgrounds & trees Committee and the Planning Commission for their recommendations and study.

P & B BUILDERS REZONING

A request has been received from P & B Builders to rezone two lots adjacent to the entrance to the Schoolview Development, from C-1 to R-8. A public hearing was duly advertised for this time and place. Mayor Carroll declared the hearing opened. No one was present to speak for or against the rezoning. The Planning Commission recommended approval of the rezoning. Mayor Carroll declared the hearing closed. On motion of Mr. Hughes, seconded by Mr. Hayes, Council adopted the following ordinance.

AN ORDINANCE AMENDING THE ZONING MAP AND ZONING ORDINANCE OF THE CITY OF DOVER BY CHANGING THE ZONING DESIGNATION OF THE LAND LOCATED ON BOTH SIDES OF THE ENTRANCE TO THE SCHOOLVIEW DEVELOPMENT LOCATED ON SOUTH LITTLE CREEK ROAD, FROM C-1 TO R-8 USE.

WHEREAS, The City of Dover has enacted a zoning ordinance regulating the use of property within the limits of the City of Dover, and

WHEREAS, it is deemed in the best interest of zoning and planning to change to permitted use from C-1 to R-8 on the land described below.

NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

1. That from and after the passage and approval of this ordinance, the Zoning Map and Zoning Ordinance of the City of Dover shall be amended by changing the zoning designation from C-1 to R-8 on the property located on the southwest and southeast corners of South Little Creek Road and Roberta Avenue, owned by P & B Builders, and containing approximately 10,000 square feet in each of the two lots.

EAST-WEST ROUTE

Mr. Richard Bewick, Planning Engineer of the State Highway Department, presented to Council the proposed routes of an East-West route that would crosstown through the City limits. The four routes were Wyoming Avenue, Dover Street, Water Street and South Street. Because of the great cost, Wyoming Avenue was ruled out by the Highway Department. Dover and Water Streets would involve a great cost in the acquisition of property and right-of-way. This leaves South Street, the Highway Department’s original proposal, as the most likely and economical route and most desirable, according to the Highway Department. Mr. Jackson asked of the right-of-way cost and demolition cost were to be shared by the City and State, and Mr. Bewick assured him that all cost connected with the construction of Highways are borne by the State Highway Department. Council then asked if a beltway was being proposed for the Dover area, as some felt that this type of highway system would be more advantageous to the City of Dover then a crosstown route as is now being proposed. Mr. Bewick stated that a beltway-type highway has been discussed, but it would by in the very distant future. The Highway Department is at this time asking Council to give them a recommendation on the most desirable route, from the standpoint of the City, and they will then proceed with the formal public hearings necessary and the preliminary engineering studies that are necessary prior to the City giving a formal proposal to the State Highway Department. This formal agreement between the City and State Highway Department would come at a later date, after completion of the public hearings, that will be conducted by the Highway Department. On motion of Mr. Holpp, seconded by Mr. Hastings, Council by a vote of 5 ‘yes’ and 3 ‘no’, Messrs Biggs, Hughes and Jackson, recommended the South Street Route be studied as the most desirable East-West traffic route across the City of Dover.

LIONEL C. GILLIAM RESOLUTION

On motion of Mr. Jackson ,seconded by Mr. Walls, Council by unanimous vote adopted the following resolution

A RESOLUTION EXPRESSING REGRET OF THE MAYOR AND COUNCIL OF THE CITY OF DOVER AT THE DEATH OF LIONEL C. GILLIAM

WHEREAS, Lionel C. Gilliam has served the City faithfully and competently as a member of the City Police since June 1, 1953; and

WHEREAS, Lionel C. Gilliam worked with the criminal division of the City Police for 13 out of the 15 years that he served on the City Police; and

WHEREAS, Lionel C. Gilliam had served as Public Information Officer and has attained the rank of Lieutenant with the City Police; and

WHEREAS, Lionel C. Gilliam had devoted his life to law enforcement and police work in the City of Dover; and

WHEREAS, Lionel C. Gilliam departed this life on November 18, 1968.

NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

The Mayor and Council of the City of Dover have experienced great personal grief and regret at the untimely and unexpected death of Lionel C. Gilliam; and

The Mayor and Council of the City of Dover express their great sorrow at the death of Lionel C. Gilliam and extend their sincere sympathy to his family;

The Mayor and Council of the City of Dover direct the Clerk of Council to make this resolution a part of the permanent records of the City of Dover to become a living memorial showing the appreciation of the City for the Faithful and competent services rendered by the late Lionel C. Gilliam.
