REGULAR MEETING
July 25, 1966
The Regular Meeting of City Council was held Monday, July 25, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hastings, Hayes, Holpp, Hughes, Jackson and Smith.
The invocation was said by Rev. William Hemphill, Jr. of Wesley Methodist Church.
MINUTES
Minutes of the meeting of July 11, 1966 were accepted and bore the written approval of Mayor Carroll.
MAGISTRATE REPORT
Report of Justice of the Peace Court No. 7 was accepted by Council. A check in the amount of $2364.00 was remitted to the City for the month of June.
SOUTHERN STATES
Southern States Dover Petroleum Cooperative, 92 N. West Street, requested permission to replace its present 12,000 gallon fuel oil storage tank with a 20,000 gallon tank. On motion of Mr. Hughes, seconded by Mr. Biggs, the request was tabled until the next meeting of City Council so that the Fire Marshal could be present and Council could obtain full information on City ordinances regulating bulk storage.
FAIRVIEW STREETS
A deed to the streets in the Fairview development, together with a maintenance bond, was submitted to City Council for acceptance by Frank Robino, Builder. Councilman Hayes asked why curbs were not installed on Walker Road. On motion of Mr. Hayes, seconded by Mr. Hastings, the matter was tabled until the next meeting of Council and the question referred to the Planning Commission.
SEWER AND WATER FRONT FOOT CHARGES
City Manager Ward submitted a report of the status of the collection of front foot charges for sewer and water lines in the East Dover area. The report noted the number who had responded to billings and were making payment, and the number who had made no response, or were making no payments, or both. On motion of Mr. Hughes, seconded by Mr. Biggs, the City Manager was directed to notify all delinquents to select a method of payment and give a voluntary note or judgement within 30 days, and to take court action thru the Solicitor’s office against all those who fail to act within the time given.
SEWAGE PLANT
Jack Woods and Robert Smith reported to Council on their trip to Kankakee, Illinois to view the operation of a sewage treatment plant and a General Foods corn starch processing plant which pre-treats its industrial waste.
WILMINGTON TRUST
A letter from the Wilmington Trust Company offered to the City of Dover for playground use a lot owned by them at Loockerman and Slaughter Streets and the sum of $500 with which to help equip it. The City was asked to assume all liability incurred in such use. On motion of Mr. Smith, seconded by Mr. Jackson, the offer was accepted and the City Solicitor was directed to prepare an agreement.
CHEST-O-GOLD
The Central Dover Business Association, Inc. asked permission of Council to place a Chest-O-Gold on the sidewalk in the downtown area. The Chest, 26"x60"x54", will advertise a promotional campaign and will be rotated among various retail establishments over a period of a year or more. On motion of Mr. Hayes, seconded by Mr. Smith, permission was granted.
CHICKEN FESTIVAL
The Greater Dover Chamber of Commerce asked for a letter from the proper city official stating that the organization is the responsible organization for conducting the 1967 Delmarva Chicken Festival to be held in Dover. On motion of Mr. Holpp, seconded by Mr. Hayes, the Greater Dover Chamber of Commerce was named the organization responsible for conducting the 1967 Delmarva Chicken Festival and directed that a letter to that effect be sent.
TRAILER WATER
Wayne Newman, 126 Roosevelt Avenue, asked permission to hook a trailer located on the rear of his lot to City water because his well failed. On motion of Mr. Smith, seconded by Mr. Hayes, Council granted permission to make a temporary connection until the matter of trailers located within the City is finally resolved. Mr. Holpp voted ‘No’.
Council adjourned at 9:15 P.M.
