REGULAR MEETING
July 11, 1966
The Regular Meeting of City Council was held Monday, July 11, 1966 at 7:30 P.M. with Vice Mayor Hayes presiding. Councilmen present were Messrs. Biggs, Harris, Hastings, Holpp, Hughes, Jackson and Smith.
The invocation was said by Mr. Clyde D. Carr of the First Baptist Church.
MINUTES
Minutes of the meeting of June 27, 1966 were accepted and bore the written approval of Mayor Carroll.
REPORTS
Report of the Chief of Police was accepted.
Report of the Acting Alderman Neylan was accepted. Fines in the amount of $322.70 were remitted to the City during June.
Report of the Fire Marshal and Building Inspector was accepted.
Report of Cash Receipts, General Fund was accepted.
Report of Budget, General Fund, was accepted.
Cash Report, Electric Revenue Fund, was accepted.
Cash Report, Electric Improvement Fund, was accepted.
Report of the City Manager was accepted.
REST ROOMS
Council discussed the report of the Health Inspector on the public rest rooms at City Hall. They are cleaned daily but are usually found in filthy condition each morning. They are now open 24 hours a day and Council hoped that limiting their use might improve conditions. On motion of Mr. Smith, seconded by Mr. Jackson, Council directed that the public rest rooms be open only from 8 A.M. to 10 P.M. daily.
SEWER & WATER LINES
Council discussed the collection of front foot charges for sewer and water, and other delinquent accounts. It was noted that front foot charges for sewer and water are not automatic liens on property and the question arose of how to enforce payment. The subject was tabled until the City Solicitor could be present.
KEITH REQUEST
A letter from Ernest V. Keith, Attorney, requested Council to annex property owned by Mrs. Keith and him, and other property owned by his son-in-law, John Koutoufaris, located north of Dover bordering on Silver Lake. He asked that water and/or sewer be extended at least to the property of his son-in-law, the former G. Lacy Griffith property, which he intends to develop into an Inn, of Early American design. On motion of Mr. Hughes, seconded by Mr. Hastings, the request was referred to the Utility Committee to determine the cost to the City of meeting the request. Mr. Harris voted ‘No’.
CROSSGATES PARK
Charles Harris and two other residents of Crossgates and/or Mayfair development, appeared before Council to ask that the area set aside for parks in that section be developed for immediate use. They stated that children in the area now play in the streets because of lack of playgrounds. They exhibited a brochure of the developer which stated that parks and play areas would be provided. They have written the developer but have had no reply. It was noted that while the park area had been dedicated on a plot, a deed to the area had been neither offered nor accepted by the City. Discussion followed about the general problem of park areas dedicated by developers, when they should be made available for use and what the developer should do about improving and furnishing the play areas set aside. Councilman Hughes stated his belief that other residents of the City should not have to pay for developing these play areas, and that the developer should complete them as advertised in his brochure. On motion of Mr. Hughes, seconded by Mr. Biggs, the City Clerk was directed to write the developer of Crossgates and Mayfair expressing Council’s views and asking what he proposes to do about completing the park area he advertised.
