REGULAR MEETING
June 27, 1966
The Regular Meeting of City Council was held Monday, June 27, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Hastings, Hayes, Holpp, Hughes, Jackson and Smith.
MINUTES
Minutes of the regular meeting of June 13, 1966 and the Special Meeting of June 22, 1966 were accepted and bore the written approval of Mayor Carroll.
MAGISTRATE REPORT
Report of Justice of the Peace Court No. 7 for the month of May, 1966 was accepted. A check in the amount of $2,630.00 was remitted to the City.
WAGES & HOURS
Councilman Hayes submitted a written report of a meeting of the Wages & Hours, Legislative & Finance Committee held June 20, 1966 which was accepted.
AUDIT
The Legislative & Finance committee recommended that William R. Manter, CPA be retained to audit City accounts for the fiscal year ending June 30, 1966 at a maximum fee of $5000, with the billing on an hourly basis, and that the scope of the audit be extended to include verification of stores inventory and confirmation and verification of accounts receivable. On motion of Mr. Hayes, seconded by Mr. Biggs, the recommendation of the committee was approved.
WAGES
The Wages & Hours Committee reviewed the wages scales of the City and recommended that the maximum wage for all grades of hourly employees be increased 10¢ per hour effective July 1, 1966 and an additional 5¢ per hour effective July 1, 1967, and that effective July 1, 1966 the maximum salary of Foreman and Managers be increased $20 per week for Grad X, $15 per week for Grades XI, XII and Grade XIII, and $10 per week for all other grades. On motion of Mr. Hastings, seconded by Mr. Jackson, the recommendation of the committee was approved.
GRASS CUTTING ORDINANCE
Council discussed a proposed grass cutting ordinance which provided penalties for failure to keep grass and weeds cut to replace an existing ordinance which puts the emphasis on the City cutting the grass if the property owner fails to do so. Council questioned the penalties proposed. Mr. Hughes, seconded by Mr. Hayes, moved that the ordinance be tabled. The motion carried by vote of 4 to 3, Messrs. Jackson, Smith and Holpp voting ‘No’.
POLICE BUILDING
Sketches were received from Pope, Kruse and McCume, architects, on the revised plan for the proposed police building. If Council approves they are ready to request new bids on the building. On motion of Mr. Smith, seconded by Mr. Holpp, Council authorized the solicitation of bids on the revised plans for the police building.
PROJECT 30
Bids were received today on Project 30, street improvements on Wyoming Avenue, Lincoln Street, Kings Highway S.W., Cowgill Street, Miller Street and Martin Street, and sanitary sewer in Cowgill, Miller and Martin Street. There were five bidders, with the low bid being received from Edgell Construction Co., $89,306. The highest bid was $95,451.25. On motion of Mr. Hayes, seconded by Mr. Smith, Council authorized award of the contract to the low bidder, Edgell Construction Company.
Bids were also received on project 30A, hot mix for the above contract. Three bids were received, with the low bidder being Delaware Roads Company, $48,520.00. The highest bid was $54,180. On motion of Mr. Holpp, seconded by Mr. Biggs, Council authorized award of the contract to the low bidder Delaware Roads Company.
CROSSGATES STREET PARTY
Residents in the vicinity of Baker Turn and Shadow Court asked permission of Council to close the street on July 3 from 2 to 10:30 P.M. for the purpose of holding a block party. When asked, Chief of Police Turner stated that because of past experience with such affairs, he did not recommend approval of the request. Mr. Holpp moved that the block party be approved, but the motion was ruled out of order. Mr. Hayes, seconded by Mr. Smith, moved that the request to close the street be denied. The motion was seconded by vote of 4 to 2, Messrs. Holpp, Hughes and Jackson voting ‘No’.
