SPECIAL MEETING

March 21, 1966

A Special Meeting of City Council was held Monday, March 21, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Hastings, Hayes, Holpp, Hughes, Jackson and Smith.

POLICE STATION

The meeting was called for the purpose of discussing the location and possible design of the proposed police station prior to asking for new bids of the building. City Engineer Joseph reported that soil tests indicated that subsurface conditions were the same in the block bounded by Queen Street, New Burton Road, Bank Lane and Water Street and that there would be no advantage in a proposed relocation. Raising the basement by four feet as proposed in an alternate recommendation by the architect would greatly reduce the cost of construction by eliminating the need for well-pointing during construction. Mr. Joseph answered questions of Council concerning construction over water bearing sand and the stability of such construction. He noted that such soil conditions were common on the Delmarva Peninsula below the canal. Councilman Hughes did not think it wise to construct a building in this area. Councilman Hayes felt that elimination of the keystones and the indentation of the brick walls would reduce the cost of construction. In general, Council felt that recommendation ‘C’ of the architect should be the basis for new bids, which by raising the building approximately four feet, reducing the rear wing by 30 feet, and other changes, would reduce the original bid price by approximately $105,000. On motion of Mr. Jackson, seconded by Mr. Hayes, Council directed the architect to readvertise the building according to Recommendation ‘C’, with alternates eliminating the keystones and indented brick wall. Mr. Hughes voted ‘No’. On motion of Mr. Hayes, seconded by Mr. Jackson, Council directed that the building be located as originally planned, on the southwest corner of Bank Lane and Queen Street. Mr. Hughes voted ‘No’.

PARKING AUTHORITY

William Manter of the Dover Parking Authority requested a meeting with members of Council to discuss plans of the Parking Authority. The Safety Advisory Committee was named as the group to meet with the Parking Authority.

Council adjourned at 8:15 P.M.
