REGULAR MEETING
February 14, 1966
The Regular Meeting of City Council was held Monday, February 14, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hastings, Hayes, Hughes, Holpp, Jackson and Smith. This meeting is the annual organizational meeting of City Council as provided by the City Charter.
The invocation was said by the Rev. William J. Storey, Associate Judge of the Superior Court administered the oath of office to the Mayor and the following Councilmen, elected for two year terms:

Councilmen
First District Randolph Hughes
Second District Harry R. Jackson
Third District Turner B. Hastings
Fourth District William A. Hayes
Outgoing Councilman Julian Massey and Carlton Walls were presented with plaques in commemoration of their services in past years.
Mayor Carroll delivered an address outlining the progress of the City in the past year and expressing his hope of plans to be carried out in the future. He thanked the Council, the Housing Authority, the Parking Commission, the Planning Commission, and all City departments and employees for past accomplishments and asked their continued efforts on behalf of the City.
Following the address a short recess was held during which refreshments were served.
The meeting reconvened at 8:30 P.M.
ELECTION OF OFFICERS
On motion of Mr. Biggs, seconded by Mr. Smith, Councilman Hayes was elected Vice Mayor.
On motion of Mr. Hayes, seconded by Mr. Holpp, Mr. Neylan was reelected City Clerk and City Treasurer.
On motion of Mr. Hayes, seconded by Mr. Harris, Mr. Neylan was elected Acting City Alderman.
On motion of Mr. Holpp, seconded by Mr. Jackson, David P. Buckson was elected City Solicitor.
POLICE DEPARTMENT
On motion of Mr. Hughes, seconded by Mr. Holpp, Council approved the number of members of the Police Department and their salaries as provided for in the current budget.
MINUTES
Minutes of the regular meeting of January 24, 1966 and the Special Meeting of February 3, 1966 were accepted and bore the written approval of Mayor Carroll.
COMMITTEES
Council by unanimous vote approved the following Committee assignments:
BUILDING, HOUSING AND PLUMBING CODE COMMITTEE: Councilman Hughes, Chairman, and Councilmen Biggs and Hayes.
Parks, Playgrounds and Tree Committee: Councilman Smith, Chairman, Councilmen Jackson and Hastings, James C. Hardcastle, and a member to be later named.
Safety Advisory Committee: Councilman Smith, Chairman, and Councilmen Jackson and Hastings.
Utility Committee: Councilman Holpp, Chairman, Councilmen Biggs and Harris, Mayor Carroll.
Legislative & Finance, Wages & Hours Committee: Councilman Hayes, Chairman, and Councilmen Biggs and Hughes.
CITY OFFICIALS REPORT
City Manager Ward reported on the activities of the departments of the City under his jurisdiction during the past year, City Hall, Electric Department, and Public Works.
Jack Roe reported on the activities of the office of Fire Marshal, Building and Plumbing Inspector during the past year.
William James, City Assessor, reported on the activities of his department and the progress of the current appraisal of all property within the City just being completed by the J.M. Cleminshaw Company.
Chief of Police James E. Turner, reported on the activities of the Police Department during the past year and the request for additional personnel which will be included in their budget request for the coming fiscal year.
UTILITY COMMITTEE
Councilman Holpp submitted to City Council a written report of a meeting of the Utility Committee held February 7, 1966. The report was accepted.
REPORT
Report of the Chief of Police for January, 1966 and for the year 1965 was accepted.
Report of Alderman Cavanaugh was accepted. Checks in the amounts of $1230.50, $209.00 and $348.00 were remitted to the City. Report of Magistrate Knotts was accepted. A check in the amount of $997.80 was remitted to the City.
The monthly and annual reports of Fire Marshal and Building Inspector Roe were accepted.
Report of Cash Receipts, General Fund, was accepted.
Budget Report, General Fund, was accepted.
Cash Report, Electric Revenue Fund was accepted.
Cash Report, Electric Improvement Fund, was accepted.
Report of the City Manager was accepted.
ALDERMAN
A letter from William J. Cavanaugh expressed his appreciation to Council of having been appointed to serve as City Alderman in the past and expressed his regret at having to relinquish the post upon assuming the position of Magistrate under the new State system on February 1, 1966.
TABLES
Council noted the lack of writing space for the press and members of the City Administration who appeared at meetings of Council. On motion of Mr. Hughes, seconded by Mr. Holpp, Council directed that tables be made available for members of the press and for City officials, the kind of tables to be left to the discretion of the City Manager.
