REGULAR MEETING
January 24, 1966
The Regular Meeting of City Council was held Monday, January 24, 1966 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hayes, Holpp, Hughes, Massey, Smith and Walls.
The invocation was said by the Rev. Oliver H. Spence, retired.
MINUTES
Minutes of the Council meeting of January 10, 1966 were accepted and bore the written approval of Mayor Carroll.
ELECTION
The officials appointed to conduct the Municipal Election held Monday, January 17, 1966 between 1 P.M. and 7 P.M. at Grace Fellowship Hall, certified the result of City Council as follows: 1357 voted were cast:
For Mayor: Crawford J. Carroll 1106 Votes
For Councilman:
First District: Randolph Hughes 915 Votes
Second District: Melvyn A. Gale 597 Votes
Harry P. Jackson 677 Votes
Third District: Turner B. Hastings 937 Votes
George M. Hess 364 Votes
Fourth District: William A. Hayes 712 Votes
Paul E. Mabry 558 Votes
On motion of Mr. Harris, seconded by Mr. Walls, the certification was accepted.
SEWER AND WATER
Requests have been received for extension of sewer and water south of Roosevelt Avenue on the east side of U.S. Route #13 to the site of a building to be erected by Bolan Motors, and on the west side of U.S. Route #13 to the new Carroll’s Corner Shopping Center. City Engineer Joseph estimated the cost of the sewer on both sides of the highway to be about $18,000. On motion of Mr. Holpp, seconded by Mr. Biggs, Council authorized obtaining bids for installation of sewer and water lines.
MIRROR POND
Supt. of Public Works Wood reported that a tentative estimate received by telephone on the cost of dredging the pond by Treadway Inn to a depth of four feet was $20,000. This was the original depth of the pond which has now silted in to a depth of from 0 to 2½ feet. There would be a problem in disposing of the dredged material. A written report will be received from the company which made the survey. On motion of Mr. Holpp, seconded by Mr. Massey, the matter was referred to the Parks and Playgrounds Committee for study.
Members of the Dover Century Club again appeared before Council to ask that a park be constructed between the pond and river and Park Drive. They exhibited an artist’s sketch of the proposed park including a bandstand. They have been offered $5,000 towards completion of the park on condition it be named the William and Frank Richardson Memorial Park. They also ask to be named to a committee to plan and oversee construction. Councilmen have received objections from nearby property owners and residents to the establishment of a playground, band concerts and parking problems, and the proposed name. Councilman Hayes suggested a public hearing. Councilman Harris, stated he saw no objection to accepting the money offered under the conditions proposed. Mr. Harris, seconded by Mr. Holpp, moved that the $5,000 be accepted under the conditions proposed. Messrs. Biggs, Harris, Holpp and Smith voted ‘Yes’, Messrs. Hayes, Hughes Massey and Walls voted ‘No’. Mayor Carroll voted ‘No’ to break the tie vote and the motion was declared lost. On motion of Mr. Hayes, seconded by Mr. Massey, Council directed that a public hearing be held on the matter on February 28, 1966 at 8 P.M. Considerable discussion followed, although all will be given the opportunity to be heard at the public hearing.
ELECTRIC RATE STUDY
City Manager Ward presented to Council a portion of the study being conducted prior to any decision on changing electric rates. On motion of Mr. Hayes, seconded by Mr. Massey, the report was accepted. The matter will be further studied and will be considered by the Utility Committee and the Engineering Consultants, Gilbert Associates.
USO
A letter from the Dover USO invited a representative of the City to meet with their Planning Council on either January 26 or February 2 at 7:30 P.M. Mayor Carroll will try to attend.
POLICE BUILDING
Plans for the proposed Police Building to be located at Bank Lane and South Queen Street have been completed by the architect and examined by City officials. The project is now ready to advertise for bids. On motion of Mr. Hayes, seconded by Mr. Walls, Council authorized obtaining bids on the project and directed that advertisement be made in two issues of the Delaware State News and the News-Journal.
CLEMINSHAW APPRAISAL
City Assessor James reported that the J.M. Cleminshaw Co. has about completed the appraisal of properties within the City and is ready to hold public hearings. On motion of Mr. Hayes, seconded by Mr. Biggs, Council approved holding the hearings on Thursday and Friday, February 3 and 4 from 7 to 10 P.M. and on Saturday, February 5 from 10 A.M. to 5 P.M. and directed that the hearings be advertised. These hearings will be on Cleminshaw’s appraisal and will not replace the assessment appeals to be held in April.
DISPOSAL PLANT
City Manager Ward reported that the final inspection on the sewage disposal plant will be held on Monday, January 31, 1966 beginning at 2 P.M.
Council recessed for a short period and then reconvened.
