REGULAR MEETING

August 23, 1965

The Regular Meeting of City Council was held Monday, August 23, 1965, at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hayes, Holpp, Hughes, Massey, Smith and Walls.

The invocation was said by 1st Lt. James C. Bendig, of Dover Air Force Base.

MINUTES

Minutes of the regular meeting of August 9, 1965 were accepted and bore the written approval of Mayor Carroll.

Minutes of the Special Meeting of August 18, 1965 were accepted and bore the written approval of Mayor Carroll.

PLANNING COMMISSION REAPPOINTMENTS

On motion of Mr. Hayes, seconded by Mr. Massey, Council approved reappointment of the following members to the Planning Commission, for a three year term expiring February 28, 1968:

                                                            E.W. BUCHANAN

                                                            RALPH TISCHER

ROSS STREET SIDEWALK

On motion of Mr. Massey, seconded by Mr. Walls Council agreed to concur with the decision of the Planning Commission for sidewalks on the north side of Ross Street, based on the following planning commission requirements, property owners agree with the developer to construct a walk way for each residence to a public sidewalk, this is to be done at the developers expense.

TRAFFIC LIGHT - LEGISLATIVE AVENUE AND W. LOOCKERMAN STREET

Council received a letter from the department of public welfare asking that a traffic light be placed at Legislative Avenue and W. Loockerman Street. On motion of Mr. Harris, seconded by Mr. Holpp Council requested this be referred to the Safety Advisory Committee along with the State Highway Commission for their consideration.

DRIVE FROM LEGISLATIVE AVENUE INTO CITY PARKING LOT

Mayor Carroll discussed with Council that there is a parcel of land behind the New Post Office, belonging to the Underwood Corp., which has been filled in by the City and would make an entrance to the City Parking Lot from Legislative Avenue. On motion of Mr. Hayes, seconded by Mr. Walls, Council agreed that this be referred to the City Manager for consideration.

CLOSING OF SILVER LAKE SWIMMING

Councilman Walls gave a report on the closing of Silver Lake Swimming. The bacteria count on Thursday August 19, 1965 was 2400 and advised to close Silver Lake swimming immediately. Chief of Police Turner has erected signs to the effect that the Lake is closed to swimming. Councilman Walls said that they hope to have the lake open for the Labor Day weekend, if the bacteria count drops.

DELAWARE LEAGUE OF LOCAL GOVERNMENT

Mayor Carroll informed all Council members that they and their wives were invited to attend the annual banquet of the Delaware League of Local Government (formerly known as the Mayors Association) on Sunday September 19, 1965, from 2 P.M. until 8 P.M. at the Henlopen Hotel, Rehobeth Beach, Delaware, for reservations please contact Mr. Neylan’s office as soon as possible.
