REGULAR MEETING

March 9, 1964

The Regular Meeting of City Council was held Monday, March 9, 1964 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hayes, Holpp, Hughes, Massey, Smith and Walls.

MINUTES

Minutes of the meeting of February 24, 1964 were accepted and bore the written approval of Mayor Carroll.

REPORTS

Report of the Chief of Police was accepted as read.

Report of the Alderman Cavanaugh was accepted. Checks in the amounts of $972.00, $95.00 and $334.00 were remitted to the City. Report of Magistrate Knotts was accepted. A check in the amount of $530.00 was remitted to the City.

Report of the Fire Marshal and Building Inspector was accepted.

Report of Cash Receipts, General Fund, was accepted.

Budget Report, General Fund, was accepted.

Cash Report, Electric Revenue Fund, was accepted.

Cash Report, Electric Improvement Fund, was accepted.

Electric Operating Report through December, 1963 was accepted.

Report of the City Manager was accepted.

WOODCREST ZONING

A public hearing has been held on a request for RG-1 zoning for a portion of the Woodcrest Development north of Walker Road. Action on the matter had been tabled. The developers have asked Council for a decision. On motion of Mr. Hughes, seconded by Mr. Biggs, Council directed that the matter be considered at its next meeting and that Building Inspector Roe obtain from the developer their final plans for the development.

TAX APPEALS

On motion of Mr. Harris, seconded by Mr. Walls, Councilmen Hayes, Smith and Biggs were appointed as a committee to hear tax assessment appeals at City Hall beginning at 2 P.M. on April 6 and April 13. Council will hear appeals and accept or deny them, and recommendations of the committee, at its meeting of April 13.

RECREATION BUILDING USE

The Kent County Theater Guild requested permission to use the Water Street Recreation Building for play rehearsals and set construction. They offered to install heat provided permission is granted to use the building for at least three years. On motion of Mr. Holpp, seconded by Mr. Biggs, the City Manager was authorized to permit their use of the building for three years.

IMPACT FUNDS

A letter from HEW informed Dover that an application for impact funds to provide for sewage treatment facilities had been approved and granted in the amount of approximately $45,000.

CHICKEN FESTIVAL

Mayor Carroll announced that he had invited a representative of the Delmarva Chicken Festival organization to appear at the next meeting of City Council to explain what will be required from the City in the event the affair is held in Dover in 1965 or 1966. Representatives of civic organizations will also be invited to hear what might be required of them.

HOLDEN REQUEST

William Holden requested the extension of sewer and water to a development in the vicinity of Bertrand Drive where he has the opportunity of selling one or two lots. The estimated cost of extending sewer and water is in excess of $7000. The request was referred to the Planning Commission and Mr. Holden was informed that he should provide them with up-to-date development plans.

DOVER HOUSING STREET LIGHTS

The Dover Housing Authority requested that street lights be installed in its Housing Project in Capital Green. They will be informed that the City does not yet have funds available to provide for street lights in that area.

FOREST & DIVISION STREET

City Manager Ward exhibited to Council a proposed redesign of the intersection of Forest and Division Street intended to improve the flow of traffic, particularly trucks. The State Highway Department prepared the design and stated that it must be a City project because they have no funds with which to pay for the change.

MASSEY PARKING METERS

Councilman Hayes reported that the gasoline pump had been removed from in front of the former Massey Hardware Store on S. Governors Avenue. The Chief of Police was directed to survey the area and determine what action would be required to install parking meters.

AMBULANCE

The City owns a Cadillac ambulance which was purchased second-hand and which has been operated by the Torbert Funeral Service. The vehicle is about worn out and probably useful only as a trade-in. Torbert asked whether the City was interested in selling the vehicle. On motion of mr. Hughes, seconded by Mr. Walls, the City Manager was authorized to obtain bids for sale of the Cadillac ambulance.
