SPECIAL MEETING

October 21, 1963

A Special Meeting of City Council was held Monday, October 21, 1963 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Hayes, Hill, Holpp, Hughes, Smith and Walls.

AUDIT

William Manter, CPA, appeared before City Council to answer questions concerning the audits of the General and Electric Revenue funds for the fiscal year ending June 30, 1963. Mr. Manter pointed out the decrease in the General Fund Cash from approximately $248,000 to $38,000, occasioned partly by the fact that no funds were available from Electric operations because of capital improvement expenditures made from operating funds. He gave his opinion that as a general rule large capital expenditures should be financed from other than operating funds with the cost spread over a number of years. Questions from Councilmen were answered or the promise made to provide the answers.

On motion of Mr. Holpp, seconded by Mr. Biggs, the audit reports were accepted.

OUTTEN DRIVEWAY

E. Stuart Outten plans to purchase a property on North Street, east of New Street, tear down the existing old building and construct a driveway into his cleaning establishment. Before purchasing the property he asks Council’s permission to depress the curb on North Street for the driveway entrance. On motion of Mr. Hayes, seconded by Mr. Hughes, Council approved depression of the curb on North Street for a driveway entrance.

ZURKOW CURB

City Manager Ward reported he had received a request for a curb depression on American Avenue and the relocation of a curb depression on Division Street from Robert Zurkow who is erecting a new office building on that site. On motion of Mr. Hill, seconded by Mr. Biggs, action on the request was deferred until the October 28 meeting to get the opinion of the Chief of Police.

BROUGH CURB

Councilman Smith stated that he has received repeated calls from Albert Brough regarding his request for a curb depression on S. Governors Avenue near Water Street. He noted that the Chief of Police had reported it was possible to turn a car on the Brough property so that exit could be made without backing, and that on three corners of Governors and Water driveways now existed. On motion of Mr. Smith, seconded by Mr. Hayes, Council approved a curb depression for the Brough driveway by a vote of 6 to 1. Mr. Holpp voted ‘No’.

HALLOWEEN

Council discussed the activities associated with Halloween and the custom of trick or treat, or mischief night. Many abuses have arisen which lead council to the opinion that the activities should be limited and controlled. On motion of Mr. Holpp, seconded by Mr. Hayes, Council directed the City Solicitor to prepare an ordinance restricting Halloween activities to one night, October 31, and establishing a curfew of 10 P.M.

Council adjourned at 9:50 P.M.
