REGULAR MEETING

August 26, 1963

The regular meeting of City Council was held Monday, August 26, 1963 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs. Biggs, Harris, Hayes, Hill, Holpp, Hughes, Smith and Walls.

The invocation was said by Mr. Kenneth Badgett.

MINUTES

Minutes of the meeting of August 12, 1963 were accepted and bore the written approval of Mayor Carroll.

PARKS AND RECREATION COMMITTEE

Councilman Hill submitted to Council a written report of the meeting of the Parks and Recreation Committee held August 14, 1963. On motion of Mr. Hughes, seconded by Mr. Biggs, the report was accepted.

SAFETY ADVISORY COMMITTEE

Councilman Hill submitted to Council a written report of the meeting of the Safety Advisory Committee held on August 14, 1963. On motion of Mr. Hughes, seconded by Mr. Walls, the report was accepted.

ORDINANCES

On motion of Mr. Hill, seconded by Mr. Biggs, Council by unanimous vote adopted the following ordinance:

A copy of the Water Street parking Ordinance is attached and made a part of these minutes.*

On motion of Mr. Hayes, seconded by Mr. Walls, Council by unanimous vote adopted the following ordinance:

A copy of the Lotus Street Alley Ordinance is attached and made a part of these minutes.*

GRASS CUTTING ORDINANCE

Council decided to review the ordinance until the next meeting.

GARDEN COURT CONDEMNATION

Mr. Buckson stated that the Garden Court agreement was completed Monday, August 26, 1963.

LEGISLATIVE AND FINANCE COMMITTEE

Councilman Hayes submitted to Council a written report of a trip to Philadelphia on August 19, 1963. On motion by Mr. Smith, seconded by Mr. Hill, the report was accepted.

UTILITY COMMITTEE

Councilman Holpp submitted to Council a written report of a meeting of the Utility Committee held August 21, 1963. On motion of Mr. Smith, seconded by Mr. Hill, the report was accepted.

Mr. Ward reported on the visit of Mr. Penniman on August 22, 1963. The first visit mainly concerned enclosing the boilers and a tie for steam and condensate between boilers. Mr. Penniman recommended projects which could be done by our men at the plant. He plans to return in a couple of weeks for further study and also he recommends that we should have some fire protection in the two substations on the south side of McKee Run Station.

Mr. Ward reported that the City will receive a .23¢ a ton reduction on coal this year with the Pennsylvania Railroad Company.

Mr. Ward reviewed the bids on trash collection equipment. Bids were sent to three manufacturers. The Manufacturers and the bids are as follows with the City favoring the Leach Company: Leach $24,328.00, Dempster $18,956.98.

Motion by Mr. Hughes, seconded by Mr. Biggs, to table action until Council can review the bids more sine delivery can easily be made at any time. Mr. Hill voted ‘No.’

CURBS ON KIRKWOOD STREET BETWEEN FOREST AND DIVISION STREET

A public hearing was duly advertised for this date on the Installation of Curbs on Kirkwood Street between Forest Street and Division Street. Mayor Carroll declared the hearing open. No one appeared to protest. Mr. John Davis appeared in favor.

On motion of Mr. Walls, seconded by Mr. Smith, Council by unanimous vote adopted the following resolution:

A RESOLUTION PROVIDING FOR THE INSTALLATION OF CURBS AND GUTTERS ON BOTH SIDES OF KIRKWOOD STREET BETWEEN FOREST STREET AND DIVISION STREET IN THE CITY OF DOVER AND ASSESSING THE COSTS THEREOF TO THE ADJOINING PROPERTY OWNERS.

WHEREAS, the Mayor and Council of the City of Dover have considered the installation of curbs and gutters on the streets mentioned above and,

WHEREAS, a hearing has been held by the Mayor and Council determining whether the said curbs and gutters should be installed, and,

WHEREAS, pursuant to the hearing the Mayor and Council have determined that such installation is for the best interests of the residents in the area designated above.

NOW THEREFORE, be it ordained by the Mayor and Council of the City of Dover, in Council met:

1. That the City of Dover shall install along both sides of Kirkwood Street between Forest Street and Division Street, curbs and gutters for the benefit of the residents of that area and,

2. That the cost of the installation of the said curbs and gutters shall be assessed against the adjoining property owners based upon the front footage which each property owner has on the aforesaid street.

Adopted August 26, 1963.

SAFETY AWARD

Council received the Pedestrian Safety Achievement Award for 1962 with 15 years achievement which the Mayor received at a luncheon which he and Chief Turner attended. The award was given to Chief Turner to be displayed at the Police Station.

PROGRESS REPORT

Councilman Holpp asked Mr. Alfred Joseph, City Engineer about the new construction work on the highway. Mr. Joseph reported everything will be fixed by Labor Day. Mr. Holpp said he had received complaints from some of the businesses along the highway and was wondering if something could be done now. It was decided that Mr. Joseph and the Highway Inspector on the job would visit the businesses today, August 27, 1963.

WIDENING CLAIRE STREET

Mr. Ward reported that he had received from Mr. Max Terry an agreement with International Latex to give the City of Dover the 30 feet they need to widen Claire Street from New Street to Pear Street. In return the City are to sign the agreement. Motion by Mr. Hughes, seconded by Mr. Hayes, Council by unanimous vote agreed to the terms of the agreement.

DANNER FARM

State Highway Department has offered to give the City a piece of land 90' by 225' on the Danner Farm in exchange for a two inch water line of about 150 feet and a fire hydrant for fire protection. The water will be metered and paid for by the Highway Department. The City plans to use the land to drill a deep well, have a storage tank, and possibly in the future, a sewage pumping site. On motion of Mr. Holpp, seconded by Mr. Hayes, Council by unanimous vote agreed with the terms.
