REGULAR MEETING
March 26, 1962
The regular meeting of City Council was held Monday, March 26, 1962 at 7:30 P.M. with Mayor Carroll presiding. Councilmen present were Messrs Hayes, Hill, Holpp, Hughes, Turner, Walls and Zartman.
The invocation was said by the Rev. Walter D. Agnor.
MINUTES
Minutes of the meeting of March 12, 1962 were accepted as read and bore the written approval of Mayor Carroll. They were ordered corrected to include an order of Council to send a letter of appreciation to James Bice III, who resigned as Assistant Fire Chief.
TAX COMMITTEE
Councilmen Zartman, Hayes and Hughes were appointed as the committee of Council to hear tax appeals on Monday, April 9, 1962 at 2:00 P.M. at City Hall.
ALBRIGHT & FRIEL
Mr. Courtney of the firm of Albright & Friel reported to Council on progress being made on the annexation study. He outlined the general areas being considered and stated that a report on the Edgehill section should be completed within te next week.
TOW AWAY ORDINANCE
City Solicitor Buckson presented to Council a proposed ordinance which would provide for tow away of any vehicle parked in violation of any City ordinance. Council will give further consideration to the ordinance and suggest to the Solicitor any changes which should be made prior to the next meeting. The ordinance was tabled.
PLANNING COMMISSION ON ZONING
Ralph Tischer presented to Council a letter from the Planning Commission which recommended that City Council retain the present provision of the Zoning Ordinance which requires referral of proposed amendments to the Planning Commission before action by City Council. Councilman Hughes stated his opinion that a State court decision on Council powers in such matters made the amendment unnecessary. The matter was tabled until an opinion is obtained from the City Solicitor.
SEWAGE PLANT CERTIFICATE
City Manager Ward reported that a certificate of approval of our sewage plant expansion had been received from the State Water Pollution Commission.
McKEE RUN PLANT
City Manager Ward reported that the new generating plant at McKee Run appeared to be ready to begin commercial production of electricity on April1. No. 1 generating unit was tested and on the line and #2 unit had been partially tested and should be on the line by Wednesday.
CITY HALL
City Manager Ward reported that renovation of the seconded floor of City Hall was underway. In the meantime prices were being obtained on air conditioning and installation of an elevator.
REPORT
Report of the City Manager for February was accepted as read.
IMPROVEMENT PROGRAM
A tentative improvement program for the next fiscal year and for the next five and ten years was presented to City Council for comment.
LAYTON SIDEWALK
An ordinance of the City requires installation of sidewalks whenever new buildings are constructed. Building Inspector Jack Roe asked Council whether sidewalks would be required around the entire property of Dr. Layton who is building on a triangle at Walker Road and Bradford Street. Council directed that he discuss the matter with City Solicitor.
William Hurley appeared before Council to ask that he be granted a building permit to enlarge his warehouse on S. New Street. Mayor Carroll informed him to contact Jack Roe, Building Inspector, to determine the procedure required to amend the Zoning Ordinance.
