                                                           REGULAR MEETING

December 11, 1961

The regular meeting of City Council was held Monday, December 11, 1961 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Thompson, Turner and Zartman.

MINUTES

Minutes of the meeting of November 27, 1961 were accepted as read and bore the written approval of Mayor Haman.

REPORTS

Report of the Chief of Police for November was accepted as read.

Report of Alderman Shockley was accepted as read. A check in the amount of $376.75 was remitted to the City. Report of Magistrate Knotts was accepted as read. A check in the amount of $166.50 was remitted to the City. Report of Magistrate Cavanaugh was accepted as read. A check in the amount of $279.10 was remitted to the City.

Report of the Fire Marshal and Building Inspector was accepted as read.

Report of the Executive Officer, Board of Health, was accepted as read.

Report of the Fire Recorder was accepted as read.

Report of General Fund Cash Receipts for November and General Fund Budget for October was accepted as read.

Report of Cash Receipts and Expenditures for November, Electric Revenue Fund and Electric Improvement Fund was accepted as read.

Electric Department Operating Report for October was accepted as read.

Report of Park and Recreation Committee was accepted as read.

FIRE CHIEFS ELECTION

On motion of Mr. Hayes, seconded by Mr. Turner, Council be unanimous vote elected the following Fire Chief’s of the Robbins Hose Company for the year 1962:

                                    Asst. Fire Chief:         James B. Bice, III

                                    Asst. Fire Chief:         Norris B. Garrison, Jr.

                                    Asst. Fire Chief:         Wilson Comegys

FIRE MARSHALL

On motion of Mr. Hayes, seconded by Mr. Davis, Council appointed Jack T. Roe as Fire Marshal for the year 1962.

BUILDING INSPECTOR

On motion of Mr. Thompson, seconded by Mr. Hayes, Council authorized the Mayor to appoint a committee to consult with Building Inspector Jack T. Roe, and report back at its next meeting, pior to making the appointment of a building inspector for the year 1962.

ASSESSOR

On motion of Mr. Hayes, seconded by Mr. Thompson, Council appointed Thomas E. Baker as City Assessor for the year 1962.

WELFARE LABOR

Councilman Davis reported he had attended a meeting of the Kent County Levy Court at which the use of able-bodied individuals who are receiving welfare payments on public works projects was discussed. The policy will be adopted by the County and a list of available workers will be furnished the City.

COUNCIL MEETING

The next scheduled meeting of Council falls on Christmas Day. It was therefore decided that unless a necessity arose no meeting would be held until January 8, 1962.

BERMAN PARKING

Dr. Marvin R. Berman requested a reserved parking space at 303 Loockerman Street. He had previously been granted this privilege in 1947 but lost it when parking meters were installed. On motion of Mr. Thompson, seconded by Mr. Hayes, the request was granted.

FLUORIDATION OF CITY WATER

Members of the Junior Chamber of Commerce appeared before City Council to present a program urging fluoridation of Dover’s water supply. Speaking in favor of fluoridation were members of the Jaycees, dentists, doctors, lawyers, school, county and state health officials, and representatives of the state dental association. Signed petitions and resolutions of civic organizations were presented which favored the program. Protests were spoken by two citizens. The Junior Chamber of Commerce asked for immediate approval by Council of fluoridation of the City’s water supply. Estimates of cost were given. Submitting the question to public referendum was objected to. Mr. Thompson, seconded by Mr. Fromm, moved that the water supply of Dover be fluoridated. Councilmen questioned the cost of the initial installations and the cost of operation and the opinion that those in opposition should be given more opportunity to express themselves. On the motion Councilmen Carroll, Davis, Fromm, Holpp and Thompson voted ‘Yes’, Councilmen Hayes, Turner and Zartman voted ‘No’. Mayor Haman expressed his opposition.

BETH SHALOM TEMPLE

Councilman Holpp reported that the Utility Committee had considered the request of Beth Shalom Temple for sewer facilities at Clara and Queen Street where they propose to erect a new temple and school. The Committee recommended that sewer be extended at the expense of the City and that the Temple be asked for enough land to provide a 60' right-of-way for Clara Street west from Queen Street. On motion of Mr. Carroll, seconded by Mr. Hayes, Council approved the recommendation of the Utility Committee.

COLGIN EMPLOYMENT

Mr. Holpp reported that the Utility Committee favored the employment of Engineer Colgin by the City Manager with salary and other details left to him.

CITY MANAGER REPORT

Report of the City Manager was accepted as read.
