REGULAR MEETING
May 22, 1961
The regular meeting of City Council was held Monday, May 22, 1961 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Thompson, Turner and Zartman.
MINUTES
Minutes of the meeting of May 8, 1961 were accepted as read and bore the written approval of Mayor Haman. Council directed that the minutes be amended to include a statement that the City Solicitor was directed to record the utility easement on property of Joseph G. and Jean Steigerwald at 945 Shank Road.
Minutes of the special meeting of May 19, 1961 were accepted as read and bore the written approval of Mayor Haman.
BUSINESS IN RESIDENTIAL SECTIONS
Dr. William M. Reed requested permission to open a dental office at 450 N. State Street a residential section. On motion of Mr. Hayes, seconded by Mr. Davis, Council directed that the request be advertised for hearing at its meeting of June 12, 1961, and that copies of the requests of Dr. Reed and M. A. Hartnett, Inc., be forwarded to the Planning and Zoning Commissions.
TORBERT BUSINESS
William c. Torbert requested permission to convert a building on the north side of Reed Street between State and Bradford Streets into an office building. The location is residential and the request was duly advertised for hearing at this meeting. No petitions were received for or against the request. On motion of Mr. Carroll, seconded by Mr. Hayes, Council directed that Mr. Tobert be directed to submit plans for the building, including provisions for parking, prior to its action on the request.
AUDIT
On motion of Mr. Davis, seconded by Mr. Turner, Council authorized employment of the firm of William R. Manter, CPA, to audit the books and accounts of the general fund of the City of Dover for the current fiscal year. The cost of the audit is to be negotiated by the City Clerk.
CURB HEARINGS
On motion of Mr. Hayes, seconded by Mr. Carroll, Council directed the City Solicitor to prepare resolutions providing for hearings on installation of curb and gutter on New Street between Dover and Water Street and on Queen Street between Mary St. and Clara St.
UTILITY COMMITTEE
City Manager Ward reported in the Utility Committee meeting held on Tuesday May 16. Mr. Lester Scharnberg reported that City forces were beginning the job of putting back into service the lights on Silver Lake Bridge.
NEW DEVELOPMENT
Newspaper items have recently noted the beginning of a new development on the Rawley farm north of Dover. It had been announced that they will install and operate their own water and sewer systems. City Manager Ward reported he had been contacted by a representative of the developers last Thursday, May 18, about furnishing electricity to two sample houses and had obtained a plot plan. He has written the Stream Pollution Commission about the sewage problem. It appears that the developers plan to empty the treated sewage into Silver Lake.
Council expressed its concern about the use of Silver Lake and about developments outside City limits over which there is not zoning or planning control. Also of concern is the possible establishment of private companies furnishing water and sewer facilities in areas which someday should become part of the City of Dover.
Mr. Fromm, seconded by Mr. Thompson, moved that the Utility Committee be directed to recommend a policy, including rates to be charged, governing the extension of sewer and water utilities outside the City limits, and to report back to Council at the earliest possible date.
On the question, Mr. Fromm stated that although he offered the motion it was his belief that outside areas should be denied City utilities unless they agree to become part of the City.
Council passed the motion by unanimous vote.
PARKING METER SPACES
Council discussed the realignment of parking spaces and parking meters according to a plan advanced be Chief Turner about a year ago which might facilitate parking of cars. On motion of Mr. Thompson, seconded by Mr. Carroll, Council directed that the plan be carried out in all metered parking spaces, including installing an attachment and relocating parking meters two to a single post.
MOSQUITO SPRAY
A letter from the mosquito control division of the State Highway Department stated the intention of that division to control mosquitoes by aerial spray from May 25 to October 15 and asked permission of Council to spray areas within the City by that method. On motion of Mr. Thompson, seconded by Mr. Zartman, Council approved the request.
