                                                 SPECIAL MEETING

April 17, 1961

A special meeting of City Council was held Monday, April 17, 1961 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Thompson, Turner and Zartman.

MINUTES

Minutes of the meeting of April 10, 1960 were accepted as read and bore the written approval of Mayor Haman.

CITY MANAGER REPORT

Report of the City Manager for March, 1961 was accepted as read.

McSHERRY ILLNESS

Newsman Harry C. McSherry was unable to attend this meeting of Council because of illness. On motion of Mr. Turner, seconded by Mr. Hayes, Council directed the Clerk to send flowers to Mr. McSherry, together with a letter expressing the wish of Council for a speedy recovery.

UTILITY COMMITTEE REPORT

The Utility Committee that the sewer rent study had not yet been received from Albright & Friel.

An inquiry had been received about the availability of utilities to a site on Salisbury Road where a Methodist Home might possibly be erected. No sewer or water is available and supplying sewer wold be particularly costly.

The committee reported that the problem of deep wells and pumps to supply the new power plant was being studied and that a contract for mechanical work had been awarded to Benjamin Shaw Company of Wilmington at a price of $607,000.

The committee recommended that Council approve a 5 year contract for supply of natural gas an auxiliary fuel for the new power plant. The contract is based on supplying 100,000 cubic feet of firm gas per day at a price of 65.81¢ per M cubic feet, and supplying excess gas at a price of 34¢ per M cubic feet. On motion of Mr. Carroll, seconded by Mr. Thompson, Council authorized completion of the contract.

The committee recommended that purchase of a new line truck and air conditioning for City Hall be postponed until City funds are freer.

TENTATIVE BUDGET

Council received a tentative budget prepared for the general fund and the electric department for the fiscal year 1961-1962. The presentation included a debt schedule, estimates of cash receipts from present sources of revenue, and proposed and required expenditures. Revisions will be made in the tentative budget to provide separate appropriations for the Planning Commission and the Parks and Playgrounds requirements. Mr. Thompson expressed the desire for a more detailed breakdown of the proposed budget, which will be prepared by the City Clerk.
