REGULAR MEETING
January 23, 1961
The regular meeting of City Council was held Monday, January 23, 1961 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Thompson, Turner and Zartman.
The invocation was said by Rev. Elmo A. Bean of Mt. Zion AME Church.
MINUTES
Minutes of the meeting of January 9, 1960 were accepted as read and bore the written approval of Mayor Haman.
ELECTION CERTIFICATION
The Election Board certified the results of the municipal election held January 16, 1961 to be as follows:
Total Votes Cast - 368
For Councilmen: First District: Crawford J. Carroll - 249 Votes
Walter L. Stewart - 117 Votes
Second District: Paul E. Zartman - 356 Votes
Third District: Francis L. Turner - 361 Votes
Fourth District: Victor E. Holpp - 356 Votes
URBAN RENEWAL
Myron Lamb, Redevelopment Director, reported on the progress of the Dover-Green West Urban Renewal planning. He reported that it is now necessary to employ an attorney to assemble preliminary descriptions and other information on the approximately 158 parcels in the renewal area. He had obtained estimates of cost from several attorneys and the lowest quotation was $7.50 per parcel from Joshua Twilley. This charge is within the amount budgeted and approved by the Federal Urban Renewal Agency. On motion of Mr. Holpp, seconded by Mr. Turner, Council approved employment of Mr. Twilley to prepare the preliminary property descriptions and other required information on properties within the urban renewal area.
SOLICITOR REPORT
City Solicitor Buckson reported that the third and probably final draft of the up-dated City Charter was under way and should soon be completed.
Judge Keith promised a reply by Wednesday of this week on the matter on his property line on the Plaza and his improvements located on City property.
The recent storm has caused postponement of the court hearing on the McClements case.
The hearing on the southwest Dover annexation should be completed within sixty days.
GOVERNOR’S LETTER
A letter from Mr. Buckson thanked City Council for granting him leave as City Solicitor during his short term as Governor which ended January 17, 1961. A standing round of applause was given Mr. Buckson.
NEW POWER PLANT
Councilman Holpp reported that the Utility Committee had met with representatives of The Kuljian Corporation on Friday, January 20, and gone over in detail the status of the new power plant. Mr. Colgin, Mr. Healy and Mr. Beerhalter of The Kuljiam Corporation were present to give Council a report as of December 31, 1960 and to answer all questions of City Council. They assured Council of their belief that the plant would be completed on schedule.
SEWAGE PLANT ADDITION
City Manager Ward reported that he had learned that the proposed addition to the sewage disposal plant met all requirements for Federal assistance and that engineers were preparing a request for such a grant which would amount to approximately 30% of the project cost.
HEAVY EQUIPMENT
City Manager Ward reported that experience from snow removal and other problems pointed up the need for heavier trucks than the City had made a practice of buying. He asked permission of Council to obtain bids on two trucks for the Street Department and one for the Line Department. On motion of Mr. Zartman, seconded by Mr. Thompson, the request was approved.
