REGULAR MEETING
May 23, 1960
The regular meeting of City Council was held Monday, May 23, 1960 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Thompson, Turner and Zartman.
The invocation was said by the Rev. Robert L. McKim.
MINUTES
Minutes of the meeting of May 9, 1960 were accepted as read and bore the written approval of Mayor Haman.
BUSINESS IN RESIDENTIAL AREA
W. E. Fleetwood desires to open an antique furniture business at 34 N. Governors Avenue, a residential section. The request was duly advertised for hearing on this date. A petition was received from a majority of property owners in the block objecting to the request. On motion of Mr. Davis, seconded by Mr. Thompson, the request was denied.
Mr. & Mrs. J. Denney Coudright request permission to lease the premises at 304 N. Bradford Street for use as a barber shop to be operated by J. Ellis Clifton. Until recently the location was a grocery store. A petition had been received signed by a majority of property owners in the block approving the request. Council directed that the request be advertised for hearing.
PARKS & RECREATION
The Dover YMCA requested that two additional lifeguards be employed at Silver Lake this year because of the great numbers using the beaches. Pay is $55.00 per week and the additional lifeguards would bring the total employed to six. The Park Committee recommended approval of the request. On motion of Mr. Carroll, seconded by Mr. Hayes, Council authorized employment of two additional lifeguards at Silver Lake.
On motion of Mr. Holpp, seconded by Mr. Davis, Council authorized repair of the bath house on the east beach for use this season. The Park and Recreation Committee will study and recommend to Council more suitable bathing and toilet facilities for future use. It was recommended that lights be installed in the west beach area, and drinking fountains where needed.
On motion of Mr. Thompson, seconded by Mr. Fromm, the Parks and Recreation Committee was directed to prepare a policy governing use of Silver Lake and other City facilities by organizations of all description and where the facilities are designed for use of the general public to prohibit admission charges or collections.
On motion of Mr. Thompson, seconded by Mr. Turner, Council denied the request of the First Pilgrim Baptist Church of Camden to use the facilities at Silver Lake for a Water Carnival, July 4. The Water Carnival would use City facilities to raise funds.
The Dover YMCA requested Council to furnish and erect eight 60-foot poles to light the City softball league field at the William Henry School. On motion of Mr. Davis, seconded by Mr. Hayes, the request was approved.
MATTHEWS CONDEMNATION
City Manager Ward reported that court verdict in the condemnation of Matthews land for South New Street right-of-way had been rendered with the City ordered to pay $2000 plus interest at 6% amounting to $467.
COUNCIL CONFERENCE
Mayor Haman reported that a conference had been held on May 18, 1960 between members of City Council, representatives of The Kuljian Corporation, of Harriman & Ripley, and of W. C. Gilman, at which information was given regarding latest figures on cost of generating versus purchasing electric power, and regarding the financial result of provisions of the resolution authorizing the issuance of $9,000,000 revenue bonds for construction of a new power plant. Explanation and answer was given to all questions. A copy of the latest comparison of power costs was given to Councilmen at tonight’s meeting by Harvey Colgin of The Kuljian Corporation. Representatives of the News-Journal and Delaware State News were present at the conference.
CORRESPONDENCE
A letter from the Friends of Old Dover thanked the Mayor, the Councilmen and their wives for participation in Dover Day activities.
A letter from the American Legion asked whether the City of Dover would participate in Memorial Day ceremonies to be held Monday, May 30, at 11:00 A.M. On motion of Mr. Davis, seconded by Mr. Fromm, the City will provide a wreath to be presented by Vice Mayor Holpp.
A letter from Harry P. Corson, Census District Supervisor, reported that the census count of the City of Dover is 7232. Minor revision of the count might be made after careful examination of the returns.
A letter from David C. Harrison Post, Smyrna American Legion, requested financial contribution from the City to a fund being raised for Glenn Matthews, who was severely injured and lost one leg as a result of an accident which occurred while he was driving the Smyrna ambulance. Council did not believe that they could contribute City funds but urged that individual citizens lend their aid.
AMBULANCE
Council discussed ambulance service in the Dover area and directed the Chief of Police to contact the Torbert Ambulance Service and report to Council on its availability and method of operation.
FLUORIDATION
A letter from the Junior Chamber of Commerce asked Council what action was planned on the matter of fluoridation. Mayor Haman’s reply was that a group opposing fluoridation had requested an opportunity to appear before City Council and be heard.
FARMERS BANK PARKING
The Farmers Bank plans to use property acquired by them in the rear of their banking building for customer parking and asked Council for approval of a curb depression and entrance by right turn only from State Street and an exit on North Street. On motion of Mr. Holpp, seconded by Mr. Fromm, the request was approved. Mr. Carroll voted ‘No’.
AIR CONDITIONING AN D HEATING
City Manager Ward presented quotations which had been received for air conditioning and heating of City Hall. Bids were received as follows:
Forney Engineering Service, Easton Md., $25,263.24, alternate $1108.00
Dover Appliance Co., Dover, $27,976.00, alternate $1355.00.
No action was taken on the bids.
CURB RESOLUTION
A resolution was presented for consideration of Council on the installation of curbs and gutters on West Street, between Division and Mary, on Mary Street, between New and Pear and on Pear Street, between Mary and Clara. On motion of Mr. Carroll, seconded by Mr. Thompson, Council authorized inclusion in the resolution of Pear Street, between Columbia Avenue and Walker Road.
On motion of Mr. Hayes, seconded by Mr. Davis, Council by unanimous vote adopted the following resolution:
A RESOLUTION SETTING A PUBLIC HEARING TO CONSIDER THE INSTALLATION OF CURBS ON THE SPECIFIED PORTIONS OF THE FOLLOWING NAMED STREETS WITHIN THE CITY OF DOVER
1. Between Division Street and Mary Street on West Street
2. Between New Street and Pear Street on Mary Street
3. Between Mary Street and Clara Street on Pear Street
4. Between Columbia Avenue and Walker Road on Pear Street
WHEREAS, the Council of the City of Dover has considered the installation of curbs on portions of certain streets within the City of Dover, and
WHEREAS, in order to comply with the provisions of the Charter, it is necessary to hold a public meeting at a time and place to be duly published, and
WHEREAS, it is the decision of City Council to hold such public hearing and publish notice of such hearing in accordance with the Charter,
NOW THEREFORE BE IT RESOLVED by the Council of the City of Dover:
Section 1. The Council of The City of Dover will meet on Monday, June 13, 1960 at 8:00 P.M. Eastern Daylight Saving Time at the City Hall to consider the installation of concrete curbs on both sides of specified portions of the following named streets in the City of Dover in front of the properties of the following named streets in the City of Dover in front of the properties of the following named persons and of assessing the cost thereof against the said owners. The specified portions of the streets within the City of Dover upon which the concrete curbs are to be installed are as follows:
Between Division Street and Mary Street on West Street
Between New Street and Pear Street on Mary Street
Between Mary Street and Clara Street on Pear Street
Between Columbia Avenue and Walker Road on Pear Street
The following named persons are the owners or purported owners of the properties situate along the portions of the streets where the concrete curbs and gutters are to be installed;

SPECIAL MEETING
Mayor Haman announced the need for a special meeting of the City Council next week and all members agreed that a special meeting will be held Wednesday, June 1, 1960 at 7:30 P.M. at City Hall.
