SPECIAL MEETING
January 20, 1960
A special meeting of City Council was held Wednesday, January 20, 1960 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Mundy, Turner and Zartman.
MINUTES
Minutes of the meeting of January 11, 1960 were accepted as read and bore the written approval of Mayor Haman.
BUSINESS
Andrew Foltz Jr. requested permission to open an insurance business at 601 S. State Street, a residential section and to locate there for a period of time not to exceed one year after May 1, 1960. He intends to find another location for his business during that time. On motion of Mr. Hayes, seconded by Mr. Mundy, Council directed that the request be advertised for hearing on February 22, 1960.
UTILITY COMMITTEE REPORT
Councilman Holpp reported the recommendations of the Utility Committee in the extensions of City facilities to newly annexed areas other than developments. The committee recommended that property be assessed in the same basis as present property within the City, that no taxes be levied until the fiscal year following the date of annexation, that City services such as garbage and trash collection, police protection, etc., be rendered as soon as possible, but within sixty days of annexation, that storm drainage and street lighting be provided without charge, that sewer, water, streets, curbs and gutters be installed when 50% or more of the property owners concerned request them, and that a charge for these items be made at the rate of $5.00 per front foot for sewer, $3.00 per front foot for water, the actual cost per front foot for curb and gutter, and one-half the actual cost of streets to each abutting property owner. They also recommended that an adjustment be made in determining the cost of streets to be charged to corner lots, and that the entire policy be reviewed annually prior to the preparation of a budget for the succeeding year. The cost of sewer, water, curb and gutter and streets would be paid by the property owners over a five year period with no interest charge. Sewer rents would be charged to all users with a reduction in the property tax rate equivalent tot he minimum sewer charge levied. Sewer and water rents would be used to finance the operation, maintenance and expansion of the sewer and water plant other than the laterals for which the $5.00 and $3.00 charges were made.
Robert Reed requested Council to consider a public meeting of the property owners in the area presently being considered for annexation and a postponement of the election date for fifteen days.
Council discussed the recommendations including the prices charged for sewer, water and streets, the method of financing the improvements, the period of time for payment, if and when interest should be charged, when payment should be made, how payment could be enforced, holding a public meeting, and the possibility of changing te time of the election.
The Utility Committee will meet again on the matter and confer with the City Solicitor. They will report again at the meeting to be held next Monday night.
