REGULAR MEETING

June 8, 1959

The regular meeting of City Council was held Monday, June 8, 1959 at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Fromm, Hayes, Holpp, Mundy, Turner and Zartman.

The invocation was said by the Rev. McKim of the Presbyterian Church.

MINUTES

Minutes of the meeting of May 25 were accepted as read and bore the written approval of Mayor Haman.

REPORTS

Report of the City Alderman was accepted as read. Checks in the amounts of $205.50, $352.00 and $1378.85 were remitted to the City. Report of the Acting Alderman was accepted as read. A check in the amount of $532.50 was remitted to the City.

Report of the Chief of Police was accepted as read.

Report of Cash Receipts for May was accepted as read.

Report of Budget Expenditures thru April was accepted as read.

A proposed budget in the amount of $2,480,038.75, and an estimate of Cash Receipts for 1959-1960 was presented for Consideration of Council.

Report of the City Manager was accepted as read.

SHERWOOD OF DOVER SECTION 2

A plot plan of proposed development by Sherwood of Dover on the former Mindlin tract was presented to Council for approval. The plan was referred to the Planning Commission for consideration.

DILL PLANS

A plan for the erection of a multiple occupancy home was presented by Dr. Leslie V. Dill, 3118 Westover Drive, S. E., Washington, D.C., to be built on N. Governors Avenue. The plan was referred to the Planning Commission for consideration.

HIGHWAY WATER & SEWER

A letter from the State Highway Department requested Council’s approval for the extension of water and sewer lines beneath a new intersection to be constructed at the S. Little Creek Road and the Bay Road. The extensions will be made to City specifications and at Highway expense. On motion of Mr. Zartman, seconded by Mr. Fromm, the request was approved.

BOARD OF HEALTH

A letter from the City Board of Health recommended (1) more frequent inspections of barber shops; (2) chlorination of City water supplies (3) enlargement of sedimentation tanks at the sewage disposal plant; (4) granting permission to Acme Markets and Joseph Wilson to attach tot he City sewer system. The City Manager will acknowledge receipt of the letter. Item 1 is covered by City ordinance. The City Manager will report to City Council on the cost of Item 2 and the Utility Committee will study reports on water and analysis. Item 3 has been the recommendation of a recent engineering study with action deferred pending passage of legislation thru the State Assembly. On Item 4, Council recently established a policy permitting no extension of sewer and water outside the City until the area is annexed.

PARKING AUTHORITY

On motion of Mr. Fromm, seconded by Mr. Zartman, Council re-appointed William R. Manter as a member of the Dover Parking Authority for a term of five years expiring June 30, 1964.

DOVER ENGLAND LETTER

A letter was received from Alderman R. L. Echoff, J. P., Mayor, Dover, Kent England expressing appreciation for courtesies extended to a recent visitor from that City and praised the recently adopted seal of Dover, Delaware. Mr. Ward will reply.

PLANNING COMMISSION

Mr. Fromm reported on the last meeting of the City Planning Commission.

FIRE MARSHALL

Fire Marshall Hill reported on the nuisance caused by outdoor burning of trash by Richardson & Robbins and on an air conditioner installed in a fire escape exit in the Priscilla Block. His warnings to date have resulted in no corrective action. With the assistance of the City Solicitor, a letter will be written by Mr. Hill outlining the City ordinances and ordering corrections to be made, or the penalties provided by law will be invoked.
