SPECIAL MEETING

April 23, 1959

A special meeting of City Council was held Thursday, April 23, 1959, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Turner and Zartman

LEGISLATION

City Solicitor Buckson explained to Council the content of bills proposed for introduction in the State legislature to provide for issue of revenue bonds to finance the City’s water system, electric system and sewer system; to provide for issue of general obligation bonds following referendum up tp a limit of 25% of the total assessment value of real property within the boundaries of Dover as such limits shall from time to time appear; and to provide for extension of the boundaries of the City after a special election of qualified voters and property owners of the territory proposed to be annexed.

Council discussed at length the import of the proposed legislature. On motion of Mr. Davis, seconded by Mr. Hayes, Council by unanimous vote approved introduction of the bills in the State Legislature.

A meeting will be held with Kent County legislators prior to introduction of the legislation.

Council adjourned at 9:45 P.M.
