SPECIAL MEETING
February 23, 1959
The special meeting of City Council was held Monday, February 23, 1959, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Turner and Zartman.
MINUTES
Minutes of the last meeting were accepted as read, and bore the written approval of Mayor Haman.
FLUORIDATION
A letter from Dover dentists requested that Council take measures to fluoridate City water supplies. Drs. Robert J. Zurkow and William W. Flanagan and Margaret H. Jeffreys, Director of Oral Hygiene for the State Board of Health appeared before Council to further urge fluoridation and offer their technical assistance. Dover will investigate the cost of fluoridation of City water.
HOME RULE
City Solicitor Buckson explained to Council the provisions of the proposed constitutional amendment providing for home rules for Delaware municipalities which bears the endorsement of a committee of the Delaware Mayor’s Association. To become effective, a constitutional amendment must be passed by two sessions of the State Legislature. The details of home rule which might effect Dover have not yet been worked out. Dover approved the constitutional home rule principle that full governing powers be delegated to municipalities with specified limitations, but reserved final approval until complete details are available. The Mayor’s Association will meet Wednesday, February 25 to vote on its committee’s recommendation.
SCHOOLEY PROPERTY
Mr. Ward reported he had offered the State Highway Department on behalf of Dover the sum of $3,010.00 for the Schooley lot at State and Division Streets and had received their counter proposal of $4,600.00. Mr. Ward will negotiate further with the Department.
KULJIAN REPORT
Council went into executive session to hear a report from the Kuljian Corporation, Consulting Engineers, on their power supply study for the City of Dover.
Council adjourned at 11:30 P.M.
