REGULAR MEETING

December 8, 1958

The regular meeting of City Council was held Monday, December 8, 1958, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Mundy and Turner.

Invocation was offered by Rev. Lawrence T. Slaght.

MINUTES

Minutes of the last meeting were accepted as read, and bore the written approval of Vice Mayor Holpp.

REPORTS

Report of the Chief of Police for November was accepted as read.

Report of the Alderman was accepted as read. Checks in the amounts of $131.00, $80.50, $35.50 and $1,892.95 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. Checks in the amounts of $15.00 and $628.60 were remitted to the City.

Report of the Fire Recorder for September, October and November was accepted as read.

Report of Cash Receipts for November was accepted as read.

Report of Budget Expenditures for October was accepted as read.

FIRE ENGINEER

On motion of Mr. Davis, seconded by Mr. Carroll, by unanimous vote elected the following officers of the Fire Department:

                                    Second Asst.               -          Jack T. Roe

CITY ASSESSOR

On motion of Mr. Davis, seconded by Mr. Hayes, Council by unanimous vote appointed Tomas E. baker as City Assessor for the year 1959.

BUILDING INSPECTOR

On motion of Mr. Holpp, seconded by Mr. Mundy, Council by unanimous vote appointed Thomas E. Baker as Building Inspector for the year 1959.

STATE NEWS AD

Council tabled a proposed newspaper publication concerning the improvement of Division Street.

UTILITY COMMITTEE

The Utility Committee reported on a meeting held with the State Board of Health, the Stream Pollution Commission, Albrgiht & Friel, Consulting Engineers for Dover, and the Utility Committee concerning the sewage disposal plant of the City of Dover. The questions discussed were the capacity and load of the plant, the source of objectionable grease and future load. One study has indicated that Richardson and Robbins factory is the source of an exorbitant amount of grease. Certain corrective action in plant operation will be made. A decision on future needs will be based on the completion of the St. Jones River study being made by the Stream Pollution Commission, and surveys of plant capacity, load and costs to be made for Dover by Albright & Friel.

REPORT

Report of the City Manager was accepted as read.

Mr. Ward reported on a trip to the Laster plant of Westinghouse Electric Corporation to see in operation a 7500 KW Gas Turbo-generator.

CONDEMNATION

Thomas Baker reported that a house owned by Rev. John located at 13 Railroad Avenue was in such poor condition that it should be torn down. On motion of Mr. Holpp, seconded by Mr. Davis, Council condemned the house and ordered it torn down and removed.

JANEKA PLOT

George Records presented for the approval of Council a plot plan of Sherwood of Dover #2 to be built by Capitol Homes Inc. The plan calls for the erection of 31 homes on what was formerly the Janeka farm north of Waples Avenue between West Street and New Burton Road. Council discussed the plan and was concerned with the absence of dedicated alleys which could be used for extension of utilities and the collection of trash and garbage. The land is a triangular plot bordering the railroad, from which it is planned to separate the development by a screen of trees. On motion of Mr. Carroll, seconded by Mr. Fromm, Council approved the plot plan with the addition of a 15’ alley more or less paralleling West Street from Waples Avenue to New Burton Road, providing that the City of Dover may require a 15’ easement for utilities where the City of Dover feels that alleys may be eliminated.

FIRE CUSTODIAN SALARIES

The wages and hours committee reported on its study of the wages paid custodians at the fire house and recommended the following schedule effective January 1, 1959:

            Chief Custodian (Tucker):                  $80.00 per week

                        After one year:                        $ 2.00 per week increase

                        After 18 months:                    $ 2.00 “ ”

                        After 24 months:                    $ 2.00 “ ”

                        After 30 months:                    $ 2.00 “ ”

                        After 3 years:                          $90.00 per week

            Assistant Custodian:                           $70.00 per week

                        After one year:                        $ 2.00 per week increase

                        After 18 months:                    $ 2.00 “ ”

                        After 24 months:                    $ 2.00 “ ”

                        After 30 months:                    $ 2.00 “ ”

                        After 3 years:                          $80.00 per week

The present custodian had proved unsatisfactory and will be replaced by January 1. The custodians will be under the supervision of the Rules Committee of the Robbins Hose Company.
