SPECIAL MEETING

August 25, 1958

The special meeting of City Council was held Monday, August 25, 1958, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Mundy, Turner and Zartman.

The meeting was opened with prayer by Reverend Kellogg.

MINUTES

The minutes of the last regular meeting were accepted as read and had been approved in writing by Mayor Haman.

KENT GENERAL HOSPITAL - ELECTRIC RATE

Mr. Holpp reported that the Utility Committee had met to consider the electric rate for Kent General Hospital. The Committee recommended that rates applicable to the City of Dover under the rate change effective August 1, 1958, be charged. Further, the committee recommended that the City of Dover give to Kent General Hospital a gift pro-rated at $1,000.00 per annum, payable in December 1958. This gift would be made annually at the pleasure of future Councils, and would supply to the calendar year rather than to the fiscal year of the City of Dover.

On motion of Mr. Davis, seconded by Mr. Turner, the recommendations of the Utility Committee were accepted.

CONSTRUCTION PERMIT - HIGH PRESSURE GAS LINE

A request for permit to construct a high pressure gas line through the City of Dover had been received and reviewed by the Utility Committee. In accordance with the recommendations of the City Engineer, the Committee requests that a permit be issued subject to installation of pressure valves to be located at the North and at the South ends of town to take care of any emergency that might arise from a fracture of fractures of the line within the City of Dover. The installation of such valves would serve as a precautionary measure against fire hazards. The Fire Underwriters were also consulted, but at the present time has no particular code applicable to such construction. However, it was their opinion that the valves would be highly desirable in safeguarding the interests adjacent to the railroad in the fire zone of Walker Road and North Street.

On motion of Mr. Carroll, seconded by Mr. Fromm, the recommendations of the committee were accepted.

SEWER TAPPING POLICY - KINGS HIGHWAY

The Utility Committee reported that the residents of the Kings Highway area had raised the question as to why they should be required to pay a tapping fee for sewer when they have been residents of the City Dover and tax payers for a number of years. Mr. Ward reported that a survey had been made to determine whether or not any adjustment had been made to the assessment to these properties in that area without benefit of sanitary sewer. He reported that no such adjustment could be found.

The Utility Committee recommended that the tapping fee for those residents who have been tax payers for a number of years and who have had no sanitary sewer be waived. On motion of Mr. Fromm, seconded by Mr. Hayes, it was so ordered.

TREES - DIVISION STREET

The Tree Committee reported that it had met concerning the planting of trees on Division Street and that it was the feeling of the committee that curb-side planting would be impractical. It was the recommendation of that committee that trees be planted and wherever feasible should be planted behind the property line in order to give full effect to street lighting, to leave the streets open, and to give the feeling of a wider street. On motion of Mr. Zartman, seconded by Mr. Mundy, the recommendations of the Tree Committee were accepted.

LETTER - SKAGWAY, ALASKA

Mayor Haman read to Council a letter from the Mayor of Skagway, Alaska, expressing their appreciation of the message of goodwill sent by Dover, Capital of the First State, through the person of Walter Warrington.

PLANNING COMMITTEE

Council again discussed the possibility of a street adjacent to Club 13 between Governors Avenue and Bradford Street. Mr. Fromm reported that the Planning Committee had made a thorough study of the project and it was the recommendation of the Committee that a street is neither necessary nor advisable at that location.

On motion of Mr. Fromm, seconded by Mr. Davis, the project was discontinued, by a vote of seven to one, Mr. Zartman voted no.

Mayor Haman requested that the Planning Committee study the possible advantages of extension of Hope Street to New Street and prepare a report of their findings.

REPLACEMENT OF TREE - EAST END OF GREEN

The Tree Committee reported that at a recent meeting the Giant Elm tree recently removed from the East end of The Green had been discussed. At that time it was proposed that the City of Dover replace this tree with two trees of as large a size as is feasible to permit successful transplanting. No specific recommendation was made as to kind of tree other than to try to maintain the characterization of The Green.

On motion of Mr. Davis, seconded by Mr. Zartman, the recommendations of the committee were accepted.

FIRE RECORDERS REPORT

The Fire Recorders Reports for the months of May, June and July 1958 were read to Council. On motion of Mr. Mundy, seconded by Mr. Zartman, the reports were accepted and ordered filed.

ROBINO AGREEMENT

Mr. Robino, developer of the Bush lands, appeared before Council and presented a proposal whereby the City of Dover could settle the condemnation suit relative to Monroe Terrace right-of-way out of court. He stated that a settlement of $3,678.00 would be acceptable to Mr. Bush. Council discussed the cost that would be applicable to Mr. Bush for paving cost of the street, and also the per acre price that had been paid to other residents under similar circumstances for street right-of-ways. The average cost per acre was $1,960.00 as compared to $2,090.00 which would represent the cost of paving to Mr. Bush.

On motion of Mr. Fromm, seconded by Mr. Hayes, the matter was tabled for the evening so that Council could be allowed to consider the matter further and the City Manager and City Solicitor were directed to proceed with a proposal based on the discussion of the evening to be submitted at the next meeting of Council.

AWARDS

Mr. Holpp reported that Chief of Police Turner had received for the City of Dover Police Department the Outstanding Achievements Award for 1957, and the Police Traffic Supervision Award for 1957. Mayor Haman expressed his appreciation for the splendid work performed by the Dover Police Department.

CITY OF DOVER SEAL

Council discussed the proposed City of Dover Seal which had been presented for their study several weeks ago. Mr. Ward displayed two seals, each which would require special permission for use. A letter has been sent to Dover, England, outlining the possible use of a portion of the seal of that City. No further action was taken.
