SPECIAL MEETING
May 5, 1958
The special meeting of City Council was held Monday, May 5, 1958, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Fromm, Hayes, Holpp, Mundy, Turner and Zartman.
MINUTES
Minutes of the last special meeting were accepted as read.
PLANNING AND ZONING
Mayor Haman and the Council discussed the needing for planning and zoning in the City of Dover. Mayor Haman announced the appointment of three Councilmen, Messrs Fromm, Turner and Carroll as a Planning Committee. City Solicitor Buckson then explained to the Council the Requirements of State Law for zoning and planning commissions, which apparently supersede provisions of the City charter. As a result the committee of Council will not function until more study is given the matter by the City Solicitor. Names of individual citizens, not members of Council, were listed for consideration in the forming of commissions for zoning and planning.
DISPOSAL PLANT LAND
Council discussed the acquisition of land from Mrs. Scull for future sewage disposal plant expansion. City Manager Ward had discussed the matter with her but had been unable to reach any agreement. Councilman Zartman and the City Solicitor will contact Mrs. Scull again.
SOUTH STREET AND ALLEY
City Manager Ward discussed with Council the need for street right-of-way for South Street from Governors Avenue to New Burton Road. Although maps indicate a street exists records can be found of only a 25 foot right-of-way for South Street from Governors Avenue to New Street. Council also discussed the need for an alley west of Governors Avenue from South Street to Water Street for utility installations. On motion of Mr. Mundy, seconded by Mr. Hayes, Council directed that a survey be made to determine what land is needed for the street and the alley following which the City Solicitor will begin condemnation proceedings.
SOUTHWEST DOVER DEVELOPMENT
Council discussed the southwest Dover area including lands owned by Janeka, Bush and Mindlin. A developer is interested in erecting housing units in the area and is investigating the requirements of the City for streets, curbs, utilities, etc., although he has not yet acquired a definite plot.
HUNTER LAND
A problem exists concerning a supposed alley on the south side of Lotus Street, east of the dual highway, thru which sewer and water lines have been run to serve Morris Estates #2. The alley right of way is included in a deed to certain lots which were sold to Barney Hunter and his wife prior to the installation of the utilities. The City Manager had attempted to negotiate with the Hunters to acquire the right of way without success to date. Council Turner and Mundy will attempt to rach a settlement.
STREET CONTRACT
Council awarded Street project #4 to the firm of Edgell Construction Co. on their low bid of $42,808.40.
