REGULAR MEETING

February 12, 1958

The regular meeting was called to order y Mayor W. Edward Haman at 7:30 P.M. Rev. John Trader said the invocation. Associate Judge William J. Storey swore into office for two year terms Mayor W. Edward Haman, and Councilmen Gilbert Mundy, first district, W. G. Davis, second district, H. Gordon Fromm, third district and William A. Hayes, fourth district.

Holdover Councilmen present were Messrs Carroll, Zartman, Turner and Holpp. Mayor Haman spoke briefly and thanked for his services outgoing Councilman and Vice Mayor Ralph Tischer.

Following a short recess, the meeting was called to order for the conduct of regular business.

ELECTION OF OFFICERS

By unanimous vote, Victor E. Holpp was elected Vice Mayor.

By unanimous vote, Francis P. Neylan was elected City Clerk.

By unanimous vote, Francis P. Neylan was elected City Treasurer.

By unanimous vote, Clarence R. Dempsey was elected City Alderman.

By unanimous vote, George K. Shockley was elected Acting Alderman to serve at such times as Alderman Dempsey is unable to serve.

By unanimous vote, David P. Buckson was elected City Solicitor.

POLICE DEPARTMENT

Council fixed the police department at the number now serving and their salaries as at present scheduled.

COMMITTEES

Mayor Haman announced the appointment of the following committees:

Legislative & Finance: Councilmen Turner, Holpp, Fromm, City Manager Ward, City Clerk Neylan, City Solicitor Buckson.

Building Commission: City Manager Ward, Councilmen Davis and Zartman, George Hill Jr., Chief of Police Turner, Thomas Baker

Board of Health: Dr. George R. Spong, Dr. Eugene R. McNinch, Donald K. Harmeson, Leon Davidson

Tree Commission: Councilmen Holpp, Carroll and Hayes, State Forester Taber, Harry Jackson and Mrs. Hayes Wilson Sr.

            Utility Committee: Councilmen Holpp, Mundy and Zartman

            Wages & Hours: Councilmen Hayes, Davis and Fromm

            Line Truck: Councilmen Hayes, Mundy and Holpp.

            Traffic: Councilmen Zartman, Davis, Chief Turner, Martin Berglund

Other committee appointments will be announced later.

MINUTES

Minutes of the last special meeting were accepted as read.

REPORTS

Report of Cash Receipts for January was accepted as read.

Report of the Chief of Police for year 1957 and January 1958 were accepted as read.

Report of the Fire Recorder for January was accepted as read.

Report of Alderman Dempsey for January was accepted as read. Checks in the amounts of $965.85, $285.00 and $82.00 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. Checks in the amounts of $495.50 and $43.00 was remitted to the City.

BAKER REQUEST

The Zoning Committee reported it had conferred with the owner of City Cab and their attorney regarding their request to erect a garage in a residential section. No action was taken pending receipt of some more definite building plans.

HEARING COMMITTEE

The hearing committee reported in its disposition of requests made at its last meeting.

The Silver Lake Sportsmen’s Club requested for regulations for Silver Lake was referred to the committee of Council appointed to study the problem.

A request for extension of a water line outside the City was referred to the Utility Committee.

A plan of R. J. Conner to alter his buildings at Division and American Avenue was referred to the Building Commission.

A proposal was received from Cody Walton, Prudential Insurance Co., for group insurance for City employees. No action was taken pending receipt of cost estimates.

Lee Layton suggested that Council prepare a ling range plan for City improvement. This matter will be referred to a City Planning Commission which the Mayor will appoint.

CITY MANAGER REPORT

Report of the City Manager was accepted as read.

STREET LIGHTS

The City Manager discussed the type of standards for street lights which the City will install. It was agreed that aluminum standards would not be suitable for the business section, but that samples of aluminum standards for some residential sections would be obtained.

CITY SOLICITOR

Council discussed with City Solicitor Buckson various legal matters which are pending.
