REGULAR MEETING

January 13, 1958

The regular meeting of City Council was held Monday, January 13, 1958, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Tischer, Turner and Zartman.

The meeting was opened with prayer by the Rev. Leonard Taylor.

MINUTES

Minutes of the last regular meeting were accepted as read.

REPORTS

Report of the Alderman Dempsey for December was accepted as read. Checks in the amounts of $761.00 and $91.00 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. A check in the amount of $76.50 was remitted to the City.

Report of the Chief of Police for December was accepted as read.

Report of the Fire Recorder for November was accepted as read.

Report of Cash Receipts for December was accepted as read.

Budget report of November was accepted as read.

Report of Power Plant operation, July 1957 thru November, 1957 was accepted as read.

ALLEY

Mr. George Carroll and Mrs. Rowe requested that the alley between New and Queen Streets north of Division Street e improved or partially closed. The City Manager and Chief of Police will study the situation and make recommendations at the next meeting of Council.

Effie Davidson requested that an alley south of her property on Sunset Terrace be improved.

CAPITOL PLUMBING SEWER AND WATER

Nathan Cohen requested that Dover grant permission to extend sewer and water to Capitol Plumbing on the dual highway be way of an easement which extends thru his property from Morris Estates #1. The extension would be of a size to serve only that property. Such extensions are contrary to the policy established by Council. On motion of Mr. Holpp, seconded by Mr. Turner, the request was denied. On motion of Mr. Davis, seconded by Mr. Mundy, Council authorized extension of sewer and water lines to Capitol Plumbing provided lines are extended from Lotus Street along the highway right-of-way and are of the size and according to specifications of the City, with the entire cost being borne by the petitioner/and with a provision that cost can be recaptured from tapping fees within ten years.

RUBBISH COLLECTION

A letter from the Mercantile Section of the Chamber of Commerce requested that the City collect rubbish in the business section after 5 P.M. On motion of Mr. Davis, seconded by Mr. Tischer, the matter was referred to the City Manager for study and planning and to carry out if feasible.

JAY CEE ANNIVERSARY

Robert Fletcher of the Junior Chamber of Commerce requested permission of City Council to paint slogans and footsteps on sidewalks to commemorate the 37th anniversary of the Jay Cees, the week of January 26. The painting will be done with soluble paint. On motion of Mr. Tischer, seconded by Mr. Holpp, permission was granted.

MISCELLANEOUS

Fire Marshall George Hill presented to Council a copy of a letter sent to the Farmers Bank directed them to clean up and fence a property on S. State Street next to the Capitol Theater, or remove the building within 90 days.

Ellison Barnard, on behalf of the Kent County Board of Assessment, thanked Council for the use of the City Assessment book.

ELECTION

The annual municipal election will be held Monday, January 20, 1958. On motion of Mr. Tischer, seconded by Mr. Hayes, Council appointed as the election board Alderman Dempsey, or in his absence Acting Alderman Shockley, and Councilmen Holpp and Turner. Alternate Councilmen appointed were Messrs Carroll and Zartman.

Council authorized printing 3000 regular and 1000 sample ballots.

The City Clerk was authorized to hire four election clerks.

REPORT

Report of the City Manager was accepted as read.

DIVISION STREET

On motion of Mr. Carroll, seconded by Mr. Holpp, Council authorized completion of an agreement between the City and the State Highway Department for improvement of Division Street and Forest Street. The agreement was read to Council by City Manager Ward.

CONSULTING ENGINEERS

City Manager Ward and Council discussed whether or not an invitation should be extended to A. C. Wood Associated to bid on future consultant work for the City of Dover. No invitation will be extended at present.

TRAFFIC COMMITTEE

Mayor Haman appointed to the traffic study committee Councilmen Zartman and Davis, Chief of Police Turner and Martin Berglund.
