REGULAR MEETING
November 11, 1957
The regular meeting of City Council was held Monday, November 11, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Tischer, Turner and Zartman.
The meeting was opened with prayer by the Rev. John A. Trader.
MINUTES
Minutes of the meetings of October 28 and November 4 were accepted as read.
REPORTS
Report of the Alderman Dempsey was accepted as read. Checks in the amounts of $198.00, $74.00 and $2016.70 were remitted to the City. Report of the Acting Alderman Shockley was accepted as read. Checks in the amounts of $6.00 and $595.50 were remitted to the City.
Report of the Chief of Police was accepted as read.
Report of Cash Receipts was accepted as read.
Council discussed the City Housing accounts received listed in the annual audit and directed that a list of current and delinquent city housing accounts be presented at its next meeting with the view of writing off uncollectible accounts.
FIRE COMPANY NOMINATIONS
The Robbins Hose Company informed Council that nominations for office during the year 1958 were as follows:
Chief Engineer: George D. Hill Jr.
First Asst. Engineer: Paul N. Kertiles
Second Asst. Engineer: Jack T. Roe
Since there are no contests an election will be unnecessary. Council will appoint these officers at its December meeting.
TAX RECORDS TO COUNTY USE
The Kent County Board of Assessment requested Council to make Dover’s tax records available to the County to assist them in revising County tax assessments. Council discussed the State Law which permits the City to make its tax assessment lists available and its contract with the private firm which recently completed a reassessment of all City property. That contract prohibits making available to other agencies the formula and method used by them in reassessing Dover property. Council is also concerned over the possibility of County assessments being increased on properties within the City limits without a corresponding equitable reassessment of all other properties within the County. It was acknowledged that tax assessment lists hung for public inspection were public property. On motion of Mr. Tischer, seconded by Mr. Hayes, Council directed that the Kent County Board of Assessment be notified that contractual agreements prevent Dover from making available to them all tax assessment records and that they may inspect only those records which are available to the general public.
CITY CAB
A letter from Dover City Cab, Inc. requested permission to erect a concrete block garage and storage lot for used cars at Queen and Cecil street, a residential section. Council directed that the request be advertised for hearing on Monday, November 25, 1957 at 7:30 P.M.
SYPHERD RADIO NOISE
C. Burton Sypherd has complained of radio noise at his home on S. State Street. Principal cause of the interference has been traced to Fluorescent Lights in nearby stores. On motion of Mr. Mundy, seconded by Mr. Hayes, Council directed that the offenders be notified to correct the conditions which cause radio interference.
PEAR STREET
J. Ward Hurley has appeared before the Hearing Committee to request that the muddy condition of Pear Street near Walker Road be corrected. The Committee recommended that select fill with oil surface treatment be tried. On motion of Mr. Carroll, seconded by Mr. Davis, Council directed that as soon as possible the fill and oil treatment, or such corrective measure as the City Manager thinks best, be done on Pear Street.
GOVERNORS AVENUE SIDEWALKS
Complaint was received about cinders being washed over sidewalks on Governors Avenue between the Acme Store and Division Street. On motion of Mr. Davis, seconded by Mr. Zartman, Council directed that the property owners concerned be notified to correct conditions which cause earth cinders to be washed over sidewalks by rain.
CITY HALL GRASS PLOTS
Council discussed the curbside grass plots at City Hall and the possibility of improvement. On motion of Mr. Zartman, seconded by Mr. Tischer, Council directed that the area of grass plot along the curb between the City Hall driveways be cemented over for sidewalk. Mr. Davis also recommended that the low spot in the present sidewalk be raised.
PENNSYLVANIA AVENUE STREET LIGHTS
Mr. Davis recommended that conduit be installed for street lights along Pennsylvania Avenue from Delaware Avenue to Hazel Road while the street is already torn up. Mayor Haman directed that the subject be placed on the agenda of the next meeting for discussion.
LITTLE LEAGUE
Charles Eaton presented to Council for the Dover Little League a check for $1000 which is the balance due for park lights installed by the City. He also asked Council to donate the cost of electricity used for the past two years. Council agreed to the donation, as previously approved, and accepted the $1000 with thanks.
ORDINANCE
On motion of Mr. Davis, seconded by Mr. Zartman, Council by unanimous vote adopted the following ordinance:
AN ORDINANCE TO PROHIBIT THE PARKING OF VEHICLES ON CERTAIN PORTIONS OF NORTH STREET IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover:
Section 1. No person shall park any vehicle on the north side of North Street between New Street and the Railroad tracks of the Pennsylvania Railroad Company.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar and not more than Ten ($10.00) Dollars or, in default of payment of such fine as shall be imposed, imprisoned not more than ten (10) days.

ORDINANCE
On motion of Mr. Davis, seconded by Mr. Mundy, Council by a vote of 7 to 1 passed the following ordinance. Mr. Zartman voted No.
AN ORDINANCE TO PROHIBIT THE PARKING OF VEHICLES BESIDE THE GRASS PLOTS IN THE CENTER OF EAST LOOCKERMAN STREET, ALSO REFERRED TO AND KNOWN AS THE PLAZA, IN THE CITY OF DOVER.
Be It Ordained By The Council Of The City Of Dover:
Section 1. No person shall park any vehicle beside the grass plots or islands located in the center of East Loockerman Street, also referred to and known as the Plaza, in the City of Dover.
Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar and not more than Ten ($10.00) Dollars or, in default of payment of such fine as shall be imposed, imprisoned not more than ten (10) days.
