SPECIAL MEETING

August 26, 1957

A special meeting of City Council was held Monday, August 26, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Tischer, Turner and Zartman.

MINUTES

Minutes of the meeting of August 12, 1957 and August 19, 1957 were accepted as read.

FUND CHECK

Mrs. Vera G. Davis, State Treasurer, read a letter of August 20 and presented the State Municipal Street Aid Check No. 05413A in the amount of $58,769.87. On motion by Mr. Davis, seconded by Zartman, the Fund Check was to be deposited in a Special Fund with Equitable Security Trust, Dover. Mr. Tischer voted No.

DAYLIGHT SAVING TIME EXTENSION

Letters from the Mercantile Section, Dover Chamber of Commerce, and the Diamond State Telephone Company involved the subject of daylight saving time extension. A motion for its extension to the last Sunday in October was opened by Tischer, seconded by Hayes and carried unanimously.

JENEKA RIGHT OF WAY

A report was given of the discussions with Jeneka regarding the opening of dedicated streets on the Waples farm and the widening of Westview Terrace from Waples to Dover streets. Being unable to deal with Jeneka Sr., Davis moved the appointment of a committee consisting of Turner, Hayes, Bewick, and Ward to call on Martin Jeneka, a son, to clarify the issues recorded in Deed Book N-10-313. Holpp seconded the motion which was carried unanimously.

LINCOLN HEIGHTS DEVELOPMENT

A report and discussion on Lincoln Heights and the Council’s apparent inability to negotiate with Paskin for a 50' lot on Forest Street to serve as ingress and egress to the development, resulted in a suggestion by the Council that plans be resubmitted to the engineers for consideration of two narrow street, each one-way thoroughfares. One street would be located east of the Johnston property, the second west of the Reese property, as thoroughfares to and from the development pending Paskin’s final answer regarding the sale of his property and the City’s possible condemnation of it if necessary.

REPLACEMENT OF OLD METERS

As a result of a proposition made by the Koontz Equipment Corporation regarding replacement of old meters, some 95 in number, and recommendations of Mr. Legates and the City Manager, Council decided to replace all of the old meters purchased back in the early 40's. The model 60 meters, including trade-in of the old meters of $25 each, will cost the City 451.50 each. They may be paid for either on a 50-50 basis on collection or $2 per meter, per month, according to the treasurer’s choice.

ALLEY ON REED & DIVISION STREETS

A petition was received by approximately 19 taxpayers on adjacent sides of an alley from Reed to Division, west of State Street, requesting repairs to the alley in view of the traffic which it accommodates. Council directed that City Manager to take the necessary steps.

CURBING

Councilman Davis expressed dissatisfaction at the speed with which curbs are begin installed in the vicinity of Maryland Avenue, Smith Street, and American Avenue. Council directed the City Manager to prepare invitations for bids for immediate installations. It was explained that the project was a natural part of the Storm Sewer to be built in Maryland Avenue. The Storm Sewer and curbs will be on the same contract. The redevelopment of American Avenue was discussed and details of its misalignment pointed out. Council directed that adjustments be made to salvage as many existing curbs and trees as possible even though the widths and alignments of the individual blocks may not conform to the true center line of the street. Even this latitude may call for the removal of two or three trees.

NEW STREET RIGHT OF WAY

By motion of Mr. Tischer, seconded by Mr. Crawford, unanimously carried, Council directed that a check be issued in the sum of $1500 in full settlement for the New Street right of way to the Spencer interests.

WIDENING OF WATER STREET

By motion of Mr. Davis, seconded by Mr. Turner and unanimously carried, Council directed immediate settlement of the widening of Water Street by issuance of a check for $3500 to the Bradford interest.
