SPECIAL MEETING
August 19, 1957
A special meeting of City Council was held Monday, August 19, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Tischer, Turner and Zartman.
DIVISION STREET
William Miller and Ernest Davidson of the State Highway Department discussed with City Council plans for the widening and improvement of Division Street. The street from approximately Kings Highway west will be widened to 44 feet from curb to curb. The plan also included improvements at Loockerman and Forest Streets. It is known that right of way between State Street and approximately Kings Highway. The City is asked to pay one-fourth the cost of acquiring this right of way, but not to exceed $15,000. Cost of changes to existing City utilities will be reimbursed the City but improvements to utilities must be made at the entire expense of the City. Where the street is widened all trees must be removed. The Federal Bureau of Roads has approved the project for support by Federal funds. If the City approves, the highway department will submit the plan to the Highway Commission for final approval. On motion of Mr. Davis, seconded by Mr. Mundy, the City Manager was directed to submit to Council an estimate of cost of utility changes that are necessary or desired. Mr. Miller stated that the Highway Department will actually procure the right of way and in turn dedicate it to the City.
WATER METERS
Council discussed several requests for installation of single water meters to serve double houses owned by one individual but decided upon no change in its previously stated policy of requiring separate metering for each piece of saleable property. The City Solicitor was requested to review Dover’s water department ordinance to determine whether it clearly provides for this policy and that the property owner is responsible for installation of water meters.
BOY SCOUT HUTS
The Bot Scout Troop of Holy Cross Church requested permission to erect as a temporary measure Jamestown Huts at the Recreation Hall now used as a Police Station. On motion of Mr. Mundy, seconded by Mr. Holpp, permission was granted.
