SPECIAL MEETING
June 24, 1957
The special meeting of City Council was held Monday, June 24, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Tischer, Turner and Zartman.
MINUTES
Minutes of the last meeting were accepted as read.
BUDGET
A proposed budget for the coming fiscal year was presented for discussion and study.
BOND SALE
On motion of Mr. Davis, seconded by Mr. Holpp, Council approved sale of $450,000 City of Dover bonds near the end of July or first of August.
COHEN CURB
On motion of Mr. Mundy, seconded by Mr. Hayes, Council approved depression of curb on North Street according to City specifications for entrance to a parking lot of Jacob Cohen, owner of Jack’s Shoe Store.
TRAFFIC STUDY
Action of the traffic survey was postponed pending receipt of recommendations of a group consisting of representatives of the Fire Department, Police Department, Chamber of Commerce, City Manager, and of possible, the State Highway Traffic & Planning Division.
JARRELL BUSINESS
Maurice Jarrell requested permission to erect a gasoline station at Forest St. & Salisbury Road, a residential section. The request was duly advertised. Several residents in the area objected. The Zoning Committee of Council is studying rezoning the entire City, and has not yet made its recommendations on this section. On motion of Mr. Holpp, seconded by Mr. Hayes, this request was denied.
POLICE
On motion of Mr. Hayes, seconded by Mr. Holpp, the request of Chief Turner to replace a policeman who had resigned and to hire three crossing guards beginning with the new school year was approved.
ORDINANCE
On motion of Mr. Carroll, seconded by Mr. Hayes, the City Solicitor was directed to prepare an ordinance prohibiting parking on the causeway from Legislative Avenue to the St. Jones River bridge.
ORDINANCE FIRE CHIEF
On motion of Mr. Mundy, seconded by Mr. Tischer, Council by unanimous vote adopted the following ordinance:
AN ORDINANCE AMENDING THE QUALIFICATIONS OF THE CHIEF AND ASSISTANT ENGINEERS OF THE FIRE DEPARTMENT OF THE CITY OF DOVER.
Be It Ordained by The Council Of The City of Dover:
Section 1. Section 4, Chapter V of the ordinances of the City of Dover is hereby amended by striking out the first sentence of said section and inserting in lieu thereof the following sentence:
The Chief and Assistance Engineers must be at least twenty-five years of age, residents of the Robbins Hose Company Fire District as defined and established by Kent County Firemen’s Association, and active members in good standing at least three years in some organized Fire Department.

RESOLUTION - HOTEL
On motion of Mr. Davis, seconded by Mr. Tischer, Council by unanimous vote adopted the following resolution:
A RESOLUTION AUTHORIZING THE EXECUTION AND DELIVERY OF AN AGREEMENT SUBORDINATING THE MORTGAGE OF DOVER HOTEL CORPORATION TO THE CITY OF DOVER TO A CERTAIN OTHER MORTGAGE OF THE SAID HOTEL CORPORATION.
Be It Resolved By The Council Of The City Of Dover:
Section 1. The Mayor and Clerk of the Council are hereby authorized to execute, acknowledge and deliver tot he Dover Hotel Corporation an agreement subordinating the mortgage of the said Dover Hotel Corporation to The City of Dover for the sum of Fourteen Thousand ($14,000.00) Dollars dated May 31, 1956, and of record in Deed Record Book L, Volume 10, Page 490, to the lien of a certain mortgage of the said Dover Hotel Corporation to National American Insurance Company for the real debt of Three Hundred Fifty Thousand ($350,000.00) Dollars dated May 28, 1957, and to affix the common and corporate seal of the City to the aforesaid subordination agreement, in accordance with the agreement and understanding reached by the City and the said Dover Hotel Corporation at the time of the sale of certain lands of the City to the Dover Hotel Corporation.

RESOLUTION - CURBS KIRKWOOD STREET
On motion of Mr. Holpp, seconded by Mr. Mundy, Council by unanimous vote adopted the following resolution:
A RESOLUTION SETTING A PUBLIC HEARING TO CONSIDER THE INSTALLATION OF CURBS ON BOTH SIDES OF KIRKWOOD STREET FROM DIVISION STREET TO MARY STREET.
Be It Resolved By The Council Of The City Of Dover:
Section 1. The Council of The City of Dover will meet on Monday, July 8, 1957 at 8:00 P.M. Eastern Daylight Saving Time at the City Hall to consider the questions of installing concrete curbs and gutters on both sides of Kirkwood Street from Division Street to Mary Street in the City of Dover in front of the properties of the following named persons and of assessing the cost thereof against the said owners:
