SPECIAL MEETING

May 27, 1957

The special meeting of City Council was held Monday, May 27, 1957, at 7:30 P.M. with Mayor Haman presiding. Councilmen present were Messrs Carroll, Davis, Hayes, Holpp, Mundy, Tischer, Turner and Zartman.

MINUTES

Minutes of the last meeting were accepted as read.

REPORTS

Budget and Ambulance Report for April was accepted as read. On motion of Mr. Tischer, seconded by Mr. Holpp, Council directed that future discussion on the ambulance at meetings be limited to ten minutes.

Fire Recorder’s Report for April was accepted as read.

LIBRARY SITE

The Dover Library Commission asked Council for a plot of land approximately 120' x 120' in the area of City Hall now under lease to the Dover Parking Authority. City Solicitor Hughes explained to Council the terms of the lease and the particular clause relating to reclaiming land for City use. Under the terms of the lease the City may reclaim land for City use after a period of five years from the date of the lease by paying for any improvements made by the Parking Authority. On motion of Mr. Davis, seconded by Mr. Tischer, Council directed that the Dover Library Commission by informed by letter of the terms of the lease which make it impossible for the City to provide land in area at this time for a library site.

REPORT

Report of the City Manager was accepted as read.

LATEX CONTRACT

City Manager Ward reported that a contract for supply of electric power had been signed by International Latex Corporation and now required completion by the City. On motion of Mr. Davis, seconded by Mr. Hayes, Council approved completion of the contract.

JAY CEE LETTER

A letter was received from the Dover Junior Chamber of Commerce requesting release from their commitment for improvement of the Silver Lake swimming area. On motion of Mr. Mundy, seconded by Mr. Davis, Council granted the release.

YMCA COMMITTEE

The YMCA recreation committee requested permission to take over planning and coordinating efforts for development of the Silver Lake swimming area. On motion of Mr. Davis, seconded by Mr. Turner, this committee was given approval to proceed with their efforts with the provision that plans receive the approval of City Council, especially any that required expenditure of City funds.

CURB DEPRESSION

On motion of Mr. Mundy, seconded by Mr. Davis, Captain W. L. Wilson, 212 Lotus Street, was granted permission to depress his curb for a driveway.

EDGELL BUSINESS

Edgell Construction Co. asked permission to erect an office, warehouse and shops and conduct a construction business on a plot of land between Mary and Clara Street and extending 325' east from Pear Street, now zoned as residential. The request was duly advertised. No objections were received. On motion of Mr. Tischer, seconded by Mr. Hayes, Council granted permission to the Edgell Construction Co. to open a business in the area.

MAURICE JARRELL

Maurice Jarrell requested permission to erect a gasoline station on his property at the intersection of Forest Street and Salisbury Road, a residential section. The request was referred to the Zoning Committee for study and recommendation.

ORDINANCE

On motion of Mr. Davis, seconded by Mr. Turner, Council by unanimous vote adopted the following ordinance:

AN ORDINANCE T AMEND AN ORDINANCE REGULATING THE PARKING OF VEHICLES AT INTERSECTIONS IN THE CITY OF DOVER.

Be It Ordained By The Council Of The City Of Dover:

Section 1. The ordinance adopted June 14, 1937 as amended on May 9, 1949, regulating the parking of vehicles at intersections in The City of Dover is hereby further amended by adding at the end of Section 1b thereof the following words:

            State Street - north and south of intersection with Water Street.

On motion of Mr. Turner, seconded by Mr. Holpp, Council by unanimous vote adopted the following ordinance:

AN ORDINANCE LIMITING THE TIME FOR THE PARKING OF VEHICLES ON CERTAIN PORTIONS OF SOUTH STATE STREET IN THE CITY OF DOVER.

Be It Ordained By The Council Of The City Of Dover:

Section 1. The following limitation of the parking of vehicles shall be effective from 8:00 A.M. to 6:00 P.M. on Mondays, Tuesdays, Wednesdays, Thursdays, and Saturdays, and from 8:00 A.M. to 9:00 P.M. on Fridays, provided that the said limitation of parking shall not be effective on New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day:

No person shall park and vehicle on either side of South State Street between the northern and southern limits of The Green for a period of time longer than two hours.

Section 2. Any person convicted of a violation of this ordinance shall be fined not less than One ($1.00) Dollar nor more than Ten ($10.00) Dollars, or upon failure to pay such fine as shall be imposed shall be imprisoned for not more than ten (10) days.

CITY SOLICITOR

City Solicitor Hughes reported to Council on the progress of cases involving condemnation of lands of William Bradford and the Spence heirs. These cases are scheduled for hearing on Tuesday, May 28, 1957.
